Resumen: Pérez-López explores the circumstances of the creation in Spain of the Consejo Superior de Investigaciones Científicas (CSIC, High Council of Scientific Research), founded in 1939 after the Spanish Civil War and his foreing relations. Based in documentation of the main promoters (Ibáñez Martín and Albareda), he analyses the interest for scientific research in Franco¿s Spain. He emphasizes the importance of the relations with Nazi Germany, but also difficulties that appeared between the two countries: first, the Spaniards were Catholics, culturally far from Nazi ideology; second, they were interested in Latin America as his own influence area. This limiting of German influence because of cultural preferences or political strategy was added to the hindrance that factual circumstances supposed for international relations in general: the Second World War and economic difficulties limited exchange programmes. Finally, he underlines that what mattered in the exchange of science was personal relationship between researchers.
