Resumen:
To attract highly qualified migrants is strategically important for the economies due to the significant contribution by this type of labour into global competitive power and economic growth. Therefore the growth oriented economies aiming competitive advantage compete for the highly qualified labour and implement special programs to facilitate the employment of these migrants. For the European Union, since the beginning of 2000s, regulation of highly qualified labour immigration has also become an importantobjective of its migration policies. Accordingly, the Blue Card plan has been adopted in 2009 and has been EU-wide implemented for last 3 years. This article examines and evaluates the success of Blue card plan so far in practice, its capability to attract the highly qualified migrants, its capacity to respond the expectations of the EU such as increasing the competitiveness and expediting the growth.
