El comercio indio con la región se ha multiplicado por veinte desde el año 2000, pero es solo un 15% del flujo comercial con China

El rápido derrame comercial, crediticio e inversor de China en Latinoamérica en la primera década de este siglo hizo pensar que India, si pretendía seguir los pasos de su rival continental, tal vez podría protagonizar un desembarco similar en la segunda década. Esto no ha ocurrido. India ha incrementado ciertamente su relación económica con la región, pero está muy lejos de la desarrollada por China. Incluso los flujos comerciales de los países latinoamericanos son mayores con Japón y Corea del Sur, si bien es previsible que en unos años sean sobrepasados por los mantenidos con India dado su potencial. En un contexto internacional de confrontación entre EEUU y China, India emerge como opción no conflictiva, además especializada en servicios de IT tan necesarios en un mundo que ha descubierto la dificultad de movilidad por el Covid-19.

Históricamente India ha prestado poca atención a Latinoamérica y el Caribe; lo mismo había ocurrido con China, al margen de episodios de migración desde ambos países. Pero el surgimiento de China como gran potencia y su desembarco en la región hizo preguntarse al Banco Interamericano de Desarrollo (BID) en un informe de 2009 si, tras ese empuje chino, India iba ser “la próxima gran cosa” para Latinoamérica. Aunque las cifras indias fueran a quedar por detrás de las chinas, ¿podía India convertirse en un actor clave en la región?

La relación de los países latinoamericanos con Nueva Delhi ciertamente ha aumentado. Incluso Brasil ha desarrollado una especial vinculación con India gracias al club de los BRICS, como lo puso de manifiesto la visita que el presidente brasileño Jair Bolsonaro hizo en enero de 2020 a su homólogo Narendra Modi. En las dos últimas décadas, el comercio de India con la región se ha multiplicado por veinte, pasando de los 2.000 millones de dólares en el año 2000 a los casi 40.000 de 2018, como constató el año pasado un nuevo informe del BID.

Ese volumen, no obstante, queda muy por debajo del flujo comercial con China, del que constituye solo un 15%, pues si los intereses indios en Latinoamérica han aumentado, en mayor medida lo han seguido haciendo los chinos. La inversión desde ambos países en la región es incluso más desproporcionada: entre 2008 y 2018, la inversión de India fue de 704 millones de dólares, frente a los 160.000 millones de China.

Incluso el incremento comercial indio tiene una menor imbricación regional de lo que podrían aparentar las cifras globales. Del total de 38.700 millones de dólares de transacciones en 2018, 22.700 corresponden a exportaciones latinoamericanas y 16.000 a importaciones de productos indios. Las compras indias han superado ya a las importaciones realizadas desde Latinoamérica por Japón (21.000 millones) y Corea del Sur (17.000 millones), pero en gran parte se deben a la adquisición de petróleo de Venezuela. Sumadas las dos direcciones de flujo, el comercio de la región con Japón y con Corea sigue siendo mayor (en torno a los 50.000 millones de dólares en ambos casos), pero las posibilidades de crecimiento de la relación comercial con India son claramente mayores.

No solo hay interés por parte de los países americanos, sino también desde India. “Latinoamérica tiene una fuerza de trabajo joven y calificada, y es una zona rica en reservas de recursos naturales y agrícolas”, ha señalado David Rasquinha, director general del Banco de Exportaciones e Importaciones de la India.

Última década

Los dos informes del BID citados reflejan bien el salto dado en las relaciones entre ambos mercados en la última década. En el de 2009, bajo el título “India: Oportunidades y desafíos para América Latina”, la institución interamericana presentaba las oportunidades que ofrecían los contactos con India. Aunque apostaba por incrementarlos, el BID se mostraba inseguro sobre la evolución de una potencia que durante mucho tiempo había apostado por la autarquía, como en el pasado habían hecho México y Brasil; no obstante, parecía claro que el gobierno indio finalmente había tomado una actitud más conciliadora hacia la apertura de su economía.

Diez años después, el informe titulado “El puente entre América Latina y la India: Políticas para profundizar la cooperación económica” se adentraba en las oportunidades de cooperación entre ambos actores y denotaba la importancia de estrechar lazos para favorecer la creciente internacionalización de la región latinoamericana, a través de la diversificación de socios comerciales y acceso a cadenas productivas globales. En el contexto de la Asian Century, el flujo de intercambio comercial y de inversión directa había incrementado exponencialmente desde niveles anteriores, resultado en gran medida de la demanda de materias primas latinoamericanas, algo que suele levantar críticas, dado que no fomenta la industria de la región.

La nueva relación con India presenta la ocasión de corregir algunas de las tendencias de la interacción con China, que se ha centrado en inversión de empresas estatales y en préstamos de bancos públicos chinos. En la relación con India hay una mayor participación de la iniciativa privada asiática y una apuesta por los nuevos sectores económicos, además de la contratación de personal autóctono, incluso para los niveles de gestión y dirección.

De acuerdo con el Gerente del Sector de Integración y Comercio del BID, Fabrizio Opertti, es crucial “el desarrollo de un marco institucional eficaz y de redes empresariales”. El BID sugiere posibles medidas gubernamentales como el incremento de la cobertura de acuerdos de comercio e inversiones, el desarrollo de actividades de promoción comercial proactivas y focalizadas, el impulso de inversiones en infraestructura, la promoción de reformas en el sector logístico, entre otras.

Contexto post-Covid

El cuestionamiento de las cadenas de producción globales y, en última instancia, de la globalización misma a causa de la pandemia del Covid-19, no favorece el comercio internacional. Además, la crisis económica de 2020 puede tener un largo efecto en Latinoamérica. Pero precisamente en este marco mundial la relación con India puede ser especialmente interesante para la región.

Dentro de Asia, en un contexto de polarización sobre los intereses geopolíticos de China y Estados Unidos, India emerge como un socio clave, se podría decir que hasta neutral; algo que Nueva Delhi podría utilizar estratégicamente en su aproximación a diferentes áreas del mundo y en concreto a Latinoamérica.

Aunque “India no tiene bolsillos tan grandes como los chinos”, como dice Deepak Bhojwani, fundador de la consultora Latindia[1], en relación a la enorme financiación pública que maneja Pekín, India puede ser el origen de interesantes proyectos tecnológicos, dada la variedad de empresas y expertos de informática y telecomunicaciones con los que cuenta. Así, Latinoamérica puede ser objeto de la “technology foreign policy” de un país que, de acuerdo con su Ministerio de Electrónica y IT, tiene ambición de crecer su economía digital a “un billón de dólares hacia 2025”. Nueva Delhi focalizará sus esfuerzos en influenciar este sector económico a través de NEST (New, Emerging and Strategic Technologies), promoviendo un mensaje indio unificado sobre tecnologías emergentes, como gobierno de datos e inteligencia artificial, entre otros. La pandemia ha puesto de relieve la necesidad que Latinoamérica tiene de una mayor y mejor conectividad.

Existen dos perspectivas para la expansión de la influencia india en el continente. Una es el camino obvio de fortalecer su existente alianza con Brasil, en el seno de los BRICS, cuya presidencia pro tempore India tiene este año. Eso debiera dar lugar a una vinculación más diversificada con Brasil, el mercado más grande de la región, especialmente en la cooperación científica y tecnológica, en los campos de IT, farmacéutico y agroindustrial. “Ambos gobiernos se comprometieron a expandir el comercio bilateral a 15.000 millones de dólares para 2022. A pesar de las dificultades que trajo la pandemia, estamos persiguiendo esta ambiciosa meta”, afirma André Aranha Corrêa do Lago, actual embajador de Brasil en India.

Por otro lado, se podría dar un esfuerzo mayor en la diplomacia bilateral, insistiendo en los lazos preexistentes con México, Perú y Chile. Este último país e India están negociando un acuerdo de comercio preferencial y la firma del Tratado Bilateral de Protección de Inversiones. También puede ser de interés un acercamiento a Centroamérica, que todavía carece de misiones diplomáticas indias. Son pasos necesarios si, marcando de cerca los pasos de China, India quiere ser la “next big thing” para Latinoamérica.

The increase in South Korean trade with Latin American countries has allowed the Republic of Korea to reach Japan's exchange figures with the region

Throughout 2018, South Korea's trade with Latin America exceeded USD 50 billion, putting itself at the same level of trade maintained by Japan and even for a few months becoming the second Asian partner in the region after China, which had flows worth USD 300 billion (half of the US trade with its continental neighbors). South Korea and Japan are ahead of India's trade with Latin America (USD 40 billion).

Latin America is a region highly attractive to foreign markets because of its immense natural resources which include minerals, oil, natural gas, and renewable energy not to mention its agricultural and forest resources. It is well known that for a long time China has had its eye in the region, yet South Korea has also been for a while interested in establishing economic relations with Latin American countries despite the spread of new protectionism. Besides, Asia's fourth largest economy has been driving the expansion of its free trade network to alleviate its heavy dependence on China and the United States, which together account for approximately 40% of its exports.

The Republic of Korea has already strong ties with Mexico, but Hong Nam-ki, the South Korean Economy and Finance Minister, has announced that his country seeks to increase bilateral trade between the regions as it is highly beneficial for both. “I am confident that South Korea's economic cooperation with Latin America will continue to persist, though external conditions are getting worse due to the spread of new protectionism”, he said. While Korea's main trade with the region consists of agricultural products and manufacturing goods, other services such as ecommerce, health care or artificial intelligence would be favorable for Latin American economies. South Korean investment has significantly grown during the past decades, from USD 620 million in 2003, to USD 8.14 billion in 2018. Also, their trade volume grew from USD 13.4 billion to 51.5 billion between the same years.

Apart from having strong ties with Mexico, South Korea signed a Free Trade Agreement with the Central American countries and negotiates another FTA with the Mercosur block. South Korea would like to join efforts with other Latin American countries in order to breathe life into the Trans-Pacific Partnership, bringing the US again into the negotiations after a change of administration in Washington.

Mexico

Mexico and South Korea’s exports and imports have increased in recent years. Also, between 1999 and 2015, the Asian country’s investments in Mexico reached USD 3 billion. The growth is the result of tied partnerships between both nations. Both have signed an Agreement for the Promotion and Reciprocal Protection of Investments, an Agreement to Avoid Income Tax Evasion and Double Taxation and other sectoral accords on economic cooperation. Both economies are competitive, yet complementary. They are both members of the G20, the OECD and other organizations. Moreover, both countries have high levels of industrialization and strong foreign trade, key of their economic activity. In terms of direct investment from South Korea in Mexico, between 1999 and June 2019, Mexico received USD 6.5 billion from Korea. There are more than 2,000 companies in Mexico with South Korean investment in their capital stock, among which Samsung, LG, KORES, KEPCO, KOGAS, Posco, Hyundai and KIA stand out. South Korea is the 12th source of investment for Mexico worldwide and the second in Asia, after Japan. Also, two Mexican multinationals operate in South Korea, Grupo Promax and KidZania. Mexico’s main exports to South Korea are petrol-based products, minerals, seafood and alcohol, while South Korea’s main exports to Mexico are electronic equipment like cellphones and car parts.

Mercosur

Mercosur is South America’s largest trading economic bloc, integrated by Argentina, Brazil, Paraguay and Uruguay. With a GDP exceeding USD 2 trillion, it is one of the major suppliers of raw materials and agricultural and livestock products. South Korea and Mercosur launched trade negotiations on May 2018, in Seoul. Actually, the Southern Common Market and the Republic of Korea have been willing to establish a free trade agreement (FTA) since 2005. These negotiations have taken a long time due to Mercosur’s protectionism, so the Asian country has agreed on a phased manner agreement to reach a long-term economic cooperation with the bloc. The first round of negotiations finally took place in Montevideo, the Uruguayan capital, in September 2018. Early this year, they met again in Seoul to review the status of the negotiations for signing the Mercosur-Korea trade agreement. This agreement covers on the exchange of products and services and investments, providing South Korean firms faster access to the Latin American market. The Asian tiger main exports to South America are industrial goods like auto parts, mobile devices and chips, while its imports consist of mineral resources, agricultural products, and raw materials like iron ore.

Among Mercosur countries, South Korea has already strong ties with Brazil. Trade between both reached USD 1.70 billion in 2019. Also, South Korean direct investments totaled USD 3.69 billion that same year. With the conclusion of the trade agreement with the South American block, Korean products exported to Brazil would benefit from tariff eliminations, as would Korean cargo trucks, and other products going to Argentina. It would also be the first Asian country to have established a trade agreement with Mercosur.

Central America

South Korea is the first Asian-Pacific country to have signed a FTA with Central American countries (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama). According to Kim Yong-beom, South Korean Deputy Minister of Economy and Finance, bilateral cooperation will benefit both regions as state regulatory powers won’t create unnecessary barriers to commercial exchange between both. “The FTA will help South Korean companies have a competitive edge in the Central American region and we can establish a bridgehead to go over to the North and South American countries through their FTA networks”, said Kim Hak-do, Deputy Trade Minister, when the agreement was reached in November 2016. Also, both economic structures will be complimented by each other by encouraging the exchange between firms from both regions. They signed the FTA on February 21st, 2018, after eighth rounds of negotiations from June 2015 to November 2016 that took place in Seoul, San Salvador, Tegucigalpa and Managua. Costa Rica also signed a memorandum of understanding with South Korea to boost trade cooperation and investment. This partnership will create new opportunities for both regions. South Korean consumers will have access to high-quality Central American products like grown coffee, agricultural products, fruits like bananas, and watermelons, at better prices and free of tariffs and duties. Additionally, Central American countries will have access to goods like vehicle parts, medicines and high-tech with the same advantages. Besides unnecessary barriers to trade, the FTA will promote fair marketing, ease the exchange of goods and services, to encourage the exchange businesses to invest in Central America and vice versa. Moreover, having recently joined the Central American Bank for Economic Integration (CABEI) as an extra-regional member, has reinforced the development of socio-economic projects around the region.

Opportunity

The Republic of Korea faces challenges related to the scarcity of natural resources, there are others, such as slower growth in recent decades, heavy dependence on exports, competitors like China, an aging population, large productivity disparities between the manufacturing and service sectors, and a widening income gap. Inasmuch, trade between Latin America and the Caribbean and the Republic of Korea, though still modest, has been growing stronger in recent years. Also, The Republic of Korea has become an important source of foreign direct investment for the region. The presence of Korean companies in a broad range of industries in the region offers innumerable opportunities to transfer knowledge and technology and to create links with local suppliers. FTAs definitely improve the conditions of access to the Korean market for the region's exports, especially in the most protected sectors, such as agriculture and agroindustry. The main challenge for the region in terms of its trade with North Korea remains export diversification. The region must simultaneously advance on several other fronts that are negatively affecting its global competitiveness. It is imperative to close the gaps in infrastructure, education and labor training.

Un tercio de los países ha desarrollado una estrategia nacional de ciberseguridad, pero las capacidades movilizadas son mínimas

Una docena de países latinoamericanos han desarrollado ya una estrategia nacional de ciberseguridad, pero en general las capacidades movilizadas en la región para hacer frente al crimen y a los ataques cibernéticos son de momento reducidas. En un continente con alto uso de las redes sociales, pero al mismo tiempo con algunos problemas de red eléctrica y acceso a internet que dificultan una reacción ante los ciberataques, el riesgo de que los extendidos grupos de crimen organizado recurran cada vez más a la cibernética es alto.

En los últimos años, la globalización se ha abierto camino en todas partes del mundo, y con ello han surgido varias amenazas en el ámbito del ciberespacio, lo que requiere especial tratamiento por parte de los gobiernos de todos los estados. A nivel global y no solo en Latinoamérica, los principales campos que se ven amenazados en cuanto a seguridad cibernética son, esencialmente, el delito informático, las intrusiones en redes y las operaciones políticamente motivadas.

Los últimos informes sobre ciberseguridad en América Latina y el Caribe realizados conjuntamente por el Banco Interamericano de Desarrollo (BID) y la Organización de los Estados Americanos (OEA), indican que un tercio de los países de la región han comenzado a dar algunos pasos para hacer frente a los crecientes riesgos en ciberseguridad. No obstante, también constatan que los esfuerzos son de momento pequeños, dada la general falta de preparación ante la amenaza del cibercrimen; además plantean la necesidad de una reforma en las políticas de protección para los años venideros, especialmente con los problemas que han salido a relucir con la crisis del Covid-19.  

El BID y la OEA (OEA) han colaborado en distintas ocasiones para dar a conocer la situación y concienciar a la población sobre los problemas de ciberseguridad, que han ido aumentando conforme la globalización se ha hecho parte de la vida cotidiana y las redes sociales e internet se integran de manera más profunda en nuestro día a día. Para ocuparse de esta nueva realidad, ambas instituciones han creado un Observatorio de Ciberseguridad de la región, que ha publicado varios estudios.

Si hasta el informe de 2016 la ciberseguridad era un tema poco discutido en la región, actualmente con el aumento de la tecnología en América Latina y el Caribe ha pasado a ser un tema de interés por el que los estados tienden a preocuparse cada vez más, y por ello, a implementar las medidas pertinentes, como se destaca en el informe de 2020.

El transporte, las actividades educativas, las transacciones financieras, muchos servicios como el suministro de alimentos, agua o energía y otras muchas actividades requieren de políticas de ciberseguridad para proteger los derechos civiles en el ámbito digital tales como el derecho a la privacidad, muchas veces violados por el uso de estos sistemas como arma.

No solo en el ámbito social, sino también en el económico, la inversión en ciberseguridad es fundamental para evitar los daños que ocasiona el crimen en línea. Para el Producto Interior Bruto de muchos países de la región, los ataques a la infraestructura pueden suponer desde un 1% hasta un 6% del PIB en el caso de ataques a infraestructura crítica, lo que se traduce en incompetencia por parte de estos países para identificar los peligros cibernéticos y para tomar las medidas necesarias para combatirlos.

Según el estudio previamente mencionado, 22 de los 32 países que se analizan son considerados con capacidades limitadas para investigar los delitos, solo 7 tienen un plan de protección de su infraestructura crítica, y 18 de ellos han establecido el llamado CERT o CSIRT (equipo de respuesta a incidentes o emergencias de seguridad informática). Estos sistemas no son desarrollados actualmente de forma uniforme en la región, y les falta capacidad de actuación y madurez para suponer una respuesta adecuada antes las amenazas en la red, pero su implementación es necesaria y, cada vez más, cuentan con el apoyo de instituciones como la OEA para su mejora.

En este ámbito, el Foro de Equipos de Seguridad y de Respuesta a Incidentes (FIRST) tiene un trabajo clave, por la gran necesidad en esta región, para asistir a los gobiernos y que estos puedan beneficiarse de la identificación de amenazas cibernéticas y los mecanismos de seguridad estratégica de la asociación, principalmente para proteger las economías de estos países.

Como ya ha sido mencionado, la conciencia de la necesidad de dichas medidas ha ido aumentando conforme a los ataques cibernéticos también lo han hecho, y países como Colombia, Jamaica, Trinidad y Tobago y Panamá han establecido una debida estrategia para combatir estos daños. Por el contrario, muchos otros países de América Latina y el Caribe como Dominica, Perú, Paraguay y Surinam han quedado atrás en este desarrollo, y aunque están en camino, necesitan apoyo institucional para continuar en este proceso.

El problema para combatir dichos problemas tiene su origen, por lo general, en la propia ley de los estados. Solo 8 de los 32 países de la región son parte del Convenio de Budapest, que aboga por la cooperación internacional contra el cibercrimen, y un tercio de estos países no cuenta con una legislación apropiada en su marco legal para los delitos informáticos.

Para los estados parte de dicho convenio, estas directrices pueden servir de gran ayuda para desarrollar las leyes internas y procesales con respecto al ciberdelito, por lo que se está potenciando la adhesión o al menos la observación de las mismas desde organismos como la OEA, con las recomendaciones de unidades especializadas como el Grupo de Trabajo en Delito Cibernético de las REMJA, que aconseja respecto a la reforma de la ley penal respecto al cibercrimen y la evidencia electrónica.

Por otro lado, no ha sido hasta principios de este año que, con la incorporación de Brasil, son 12 países de Latinoamérica y el Caribe los que han establecido una estrategia nacional de ciberseguridad, debido a la falta de talento humano calificado. Aunque cabe destacar los dos países de la región con mayor desarrollo en el ámbito de seguridad cibernética, que son Jamaica y Trinidad y Tobago.

De los problemas mencionados, podemos decir que la falta de estrategia nacional en cuanto a seguridad cibernética expone a estos países a diversos ataques, pero a esto debe añadirse que las empresas que venden los servicios de ciberseguridad y proporcionan apoyo técnico y financiero en la región son mayormente de Israel o Estados Unidos, y están vinculadas a una perspectiva de seguridad y defensa bastante militarizada, lo que supondrá un desafío en los años venideros por la competencia que China está dejando ver en este lado del hemisferio, sobre todo ligada a la tecnología 5G.

Las malas prácticas cibernéticas son una amenaza no solo para la economía de Latinoamérica y el Caribe, sino también para el funcionamiento de la democracia en estos estados, un atentado a los derechos y libertades de la ciudadanía y a los valores de la sociedad. Por ello, es está dejando ver la necesidad de inversión en infraestructura civil y en capacidad militar. Para lograr esto, los estados de la región están dispuestos a cooperar, primeramente, en la unificación de sus marcos legales basándose en los modelos del Convenio de Budapest y las bases de la Unión Europea, cuya perspectiva para afrontar los nuevos retos en el ciberespacio está teniendo gran impacto e influencia en la región.

 Además, con la crisis venidera del Covid-19, por lo general los estados de la región están dispuestos a colaborar desarrollando estrategias nacionales propias, coherentes con los valores de las organizaciones de las que son parte, para proteger tanto sus medios actuales como sus tecnologías emergentes (inteligencia artificial, cuántica, computación de alto rendimiento y otros). Las amenazas cibernéticas pretenden ser encaradas desde canales abiertos a la colaboración y el diálogo, ya que Internet no tiene fronteras, y la armonización de los marcos legales es el primer paso para fortalecer esta cooperación no solo regional sino internacional.

[Lilia M. Schwarcz y Heloisa M. Starling, Brasil: una biografía (Debate: Madrid, 2016), 896 págs]

Presentar la historia de un vasto país como es Brasil en un único volumen, aunque extenso, no es tarea sencilla, si se quiere profundizar lo suficiente. «Brazil. A Biography» (para esta reseña se ha utilizado la edición en inglés de Penguin, de 2019, algo posterior a la publicación de la obra en España; el original en portugués es de 2015) es un relato con la apropiada lente. «Brasil no es para principiantes», dicen las dos autoras en la introducción, expresando con esa cita de un músico brasileño el modo como concibieron el libro: sabiendo que se dirigían a un público con generalmente poco conocimiento sobre el país, debían poder trasladar la complejidad de la vida nacional (de lo que constituye un continente en sí mismo) pero sin que la lectura resulte agónica.

El libro sigue un orden cronológico; no obstante, el hecho de arrancar con algunas consideraciones generales y de construir los primeros capítulos en torno a ciertos sistemas sociales y políticos generados sucesivamente por las plantaciones de caña de azúcar, la esclavitud de población africana y la búsqueda de oro hace que la vida de Brasil avance ante nuestros ojos sin tener la sensación de mero corrimiento de fechas. Más adelante llega un siglo XIX que para los hispanos tiene el interés de ver el negativo de la historia que conocemos respecto a las colonias americanas españolas (frente al caso español, durante las guerras napoleónicas la Corte de Portugal se trasladó entera a Rio de Janeiro y la independencia no derivó en diversas repúblicas, sino en una monarquía propia y centralizada). Y después un siglo XX que en Brasil constituyó un buen compendio de las vicisitudes políticas del mundo contemporáneo: del Estado Novo de Getúlio Vargas, a la dictadura militar y a la restauración de la democracia.

La obra de Schwarcz y Starling, profesoras de la Universidad de São Paulo y de la Universidad Federal de Minas Gerais, respectivamente, pone atención en los procesos políticos, pero arropándolos siempre con los paralelos procesos sociales y culturales que se dan juntos en cualquier país. El volumen aporta mucha información y referencias bibliográficas para todos los periodos históricos de Brasil, sin desconsiderar unos para ocuparse más de otros, y el lector puede detenerse especialmente en aquellos momentos que le resulten de mayor interés.

Personalmente, me he entretenido más en la lectura de cuatro periodos, relativamente distantes entre sí. Por un lado, los intentos de Francia y Holanda en los siglos XVI y XVII por poner un pie en Brasil (no tuvieron éxito permanente, y ambas potencias tuvieron que conformarse con las Guayanas). Después el surgimiento y consolidación en el siglo XVIII de Minas Gerais como tercer vértice del triángulo del heartland brasileño (Rio de Janeiro, São Paulo y Belo Horizonte). Luego la descripción de la vida de una corte de estilo europeo en las circunstancias del clima tropical (la monarquía duró hasta 1889). Y finalmente las experiencias del desarrollismo de mediados del siglo XX, con Juscelino Kubitschek y João Goulart en un tour de force entre el compromiso democrático, el personalismo presidencial y las corrientes de fondo de la Guerra Fría.

La lectura de esta obra aparta numerosas claves para entender mejor ciertos comportamientos de Brasil como país. Por un lado, cómo la inmensidad del territorio y la existencia de zonas a las que difícilmente llega el Estado –es el claro ejemplo de la Amazonia–, otorga un importante papel al Ejército como garante de la continuidad de la nación (el éxito, quizás momentáneo, de Bolsonaro y su apelación a las Fuerzas Armas tiene que ver con eso, aunque esta última presidencia ya no queda incluida en el libro). Por otro, cómo el cuarteamiento del poder territorial entre alcaldes y gobernadores genera una multitud de partidos políticos y obliga a cada candidato presidencial a articular múltiples alianzas y coaliciones, en ocasiones incurriendo en una «compra-venta» de favores que generalmente acaba teniendo un coste para la institucionalidad del país.

La redacción del libro fue concluida antes del colapso de la era gubernamental del Partido de los Trabajadores. Por eso la consideración de los gobiernos de Lula da Silva y Dilma Rousseff es, quizás, algo complaciente, como una suerte de «fin de la historia»: desde el final de la dictadura militar en 1985, el país habría evolucionado en la mejora de su vida democrática y social hasta el tiempo coronado por el PT. El «caso Lava Jato» ha demostrado más bien que «la historia continúa».

Surgido en 2008, el Ejército del Pueblo Paraguayo ha creado un conflicto que se ha cobrado ya un centenar de muertos

Las guerrillas marxistas en Latinoamérica son propias del pasado. Esa convicción llevó a subestimar el surgimiento en 2008 del Ejército del Pueblo Paraguayo (EPP), que desde entonces ha realizado un centenar de acciones violentas, sobre todo en zonas rurales del nordeste del país. El conflicto se ha cobrado un centenar de muertos y otros tantos heridos; también ha habido secuestros de personalidades, que le han dado al EPP especial eco informativo. La creación de un controvertido cuerpo especial militar-policial no ha logrado el objetivo de terminar con el grupo, lo que genera críticas a la gestión del problema por parte del Gobierno.

El Ejército del Pueblo Paraguayo (EPP) fue considerado desde su surgimiento como un grupúsculo de radicales que apenas tendría recorrido. Sin embargo, en apenas diez años se ha convertido en una organización capaz de confrontar al Estado paraguayo: ha protagonizado un centenar de acciones terroristas, entre ellas una decena de secuestros, causando unos sesenta muertos y unos cien heridos.

Con un número de activistas que va desde la treintena de su núcleo duro a los doscientos si se consideran sus redes de apoyo, el EPP lleva varios años siendo un problema para el Gobierno, que no logra desarticularlo: en enfrentamientos con las fuerzas del orden han muerto 30 militantes y se ha detenido a un centenar, pero la imagen que ofrecen las autoridades es de ineficacia. En el haber negativo del Gobierno paraguayo está, además, el que no tomara en serio la amenaza que suponían la constitución del grupo y sus primeras acciones.

El EPP se formó oficialmente el 1 de marzo de 2008. Aunque, sus fundadores y los principales cabecillas ya habían planeado la creación de este grupo con anterioridad a esta fecha; sus raíces se remontan a 1992 y el Partido Patria Libre, como ha documentado el investigador Jeremy McDermott. El EPP se presenta como un grupo armado contra el sistema parlamentario “liberal burgués”, pero sobretodo es un movimiento marxista que promueve el levantamiento del campesinado de Paraguay, de ahí que intente su arraigo en la zona rural del nordeste del país.

La victoria presidencial en 2008 de Fernando Lugo al frente de una alianza de izquierda, poniendo fin a seis décadas de dominio político del Partido Colorado, pudo alentar la constitución del EPP, que luego creyó justificada su actuación con la destitución de Lugo en 2012 mediante un controvertido juicio político llevado a cabo por el Parlamento y que fue etiquetado por los partidarios de Lugo como golpe de estado.

El primer ataque del EPP, el 16 de marzo de 2008, consistió en la quema de maquinaria agrícola en el departamento de Concepción. El siguiente fue en diciembre de ese mismo año, con el ataque a un cuartel en Tacuatí, en el departamento de San Pedro. Desde entonces, sus movimientos se han centrado especialmente entre el sur del primero de esos departamentos y el norte del segundo.

A pesar de tratarse de una zona más o menos delimitada, la desarticulación del EPP no es fácil porque su modus operandi del EPP hace impredecible sus movimientos. Esto se debe, como explica McDermott, a que el grupo no actúa como otras organizaciones insurgentes, como ha sido el caso de las FARC. El núcleo del EPP está compuesto por unos treinta combatientes a tiempo completo, la mayoría con vinculaciones familiares. Estos son dirigidos por los cabecillas Alcides Oviedo y su esposa Carmen Villalba, que se encuentran en la cárcel; uno de los líderes en el terreno es Oswaldo Villalba. Además, existen unos cincuenta activistas a tiempo parcial, una red logística que podría llegar a doscientas personas y simpatizantes locales que, sin implicarse mucho con la causa, brindan información sobre operaciones de búsqueda de las fuerzas de seguridad. El grupo sufrió en 2014 la escisión de una de sus columnas, que pasó a denominarse Asociación Campesina Armada (ACA) y en 2018, de acuerdo con las autoridades, el EPP se dividió en dos grupos para afrontar la presión de las fuerzas de seguridad.

Las cifras mencionadas hablan de un grupo en realidad pequeño, lejos de los 8.000 integrantes que tenían las FARC en 2016 en el momento de su desmovilización o de los 4.000 miembros con los que en la actualidad cuenta el ELN en Colombia; también de los 3.000 que se llegaron a atribuir al chileno Frente Patriótico Manuel Rodríguez. Aunque el EPP guarda más similitud con este último, su cese operacional en 1999 dejó a las FARC como principal grupo para el entrenamiento de quienes luego crearían el EPP, como quedó en evidencia en la documentación hallada en el ordenador del cabecilla de las FARC Raúl Reyes y el secuestro de la empresaria Cecilia Cubas, hija de un expresidente paraguayo, a finales de 2004.

Esa acción marcó lo que ha sido una línea de actuación del EPP. Desde 2008, además de extorsiones y asaltos con el fin de financiarse, el grupo ha realizado secuestros con el fin también de un mayor impacto en los medios. Estos se han hecho sobre familiares de expresidentes del país o de personalidades de un alto perfil político, por cuya liberación se han pedido rescates que han superado los cinco millones de dólares, aunque en las negociaciones se han acordado cifras más bajas. Usualmente se acuerda entregar parte del dinero en efectivo y parte en víveres para los pueblos aledaños a la zona de operaciones del EPP.

El grupo también ha realizado extorsiones y asaltos en esas zonas en las que opera, exigiendo “impuestos revolucionarios” a hacendados y ganaderos, a quienes además les roban ganado y comida para satisfacer las necesidades de sustento diario de la organización.

Otras destacadas acciones llevadas a cabo por el EPP son atentados con bombas. Por ejemplo, hubo un atentado contra la Corte Suprema de Justicia, en Asunción, en los inicios de las operaciones del grupo. Un ataque más reciente fue el perpetrado el 27 de agosto de 2016 contra un vehículo militar en la zona este de Concepción: los explosivos estallaron al paso del convoy y luego los terroristas liquidaron a los sobrevivientes con armas de fuego; en el atentado murieron ocho militares. Según las autoridades, este hecho marcó un salto en las operaciones del EPP, pasando de ser un grupo que busca recursos económicos a una organización con mayor capacidad operativa y militar.

Para hacer frente al EPP el presidente Horacio Cartes creó en 2013 la Fuerza de Tarea Conjunta (FTC) ante la evidencia de que la actuación policial no resultaba efectiva, en parte por posibles casos de corrupción interna. La FTC está compuesta por miembros de las Fuerzas Armadas, de la Policía Nacional y de la Secretaría Nacional Antidrogas, bajo el mando de un militar y directamente dependiente del presidente. El carácter más expeditivo de esa unidad ha generado alguna controversia en el debate social y político.

La operación más reciente del EPP ha sido el secuestro del ex vicepresidente paraguayo Óscar Denis, el 9 de septiembre de 2020. Para la liberación de Denis, dirigente del Partido Liberal Radical Auténtico y activo participante en la destitución de Lugo, los terroristas reclaman la excarcelación de sus líderes, Alcides Oviedo y Carmen Villalba, además de la entrega de víveres para las áreas rurales en las que operan. El plazo puesto por la organización venció pocos días después sin que el Gobierno atendiera su petición. Ha habido movilizaciones ciudadanas exigiendo la libertad de Denis y la situación se sigue en el país con preocupación, poniendo en un aprieto al presidente Mario Abdo Benítez.

Nos encontramos ante un libro excelente que analiza algunas cuestiones controvertidas de la Guerra de las Malvinas (1982). El autor, Francisco Cancio, es un experto en la materia y ha hecho una concienzuda búsqueda de información a lo largo de los años en sus visitas a Argentina y el Reino Unido.

No es un libro de la historia de la Guerra de las Malvinas; hay otros manuales que la explican muy bien, pero aquí el autor ha pretendido otra cosa. Quien abra el libro debe tener ciertos conocimientos de lo que aconteció entonces el Atlántico Sur o bien procurárselos antes de adentrarse en sus páginas.

En mi caso, no resultó difícil que la lectura del libro me “enganchara”. Por los datos que el autor da, él tuvo experiencias parecidas a las mías. Yo también veía aquellos telediarios de la primavera de 1982 sentado junto a mi padre, militar; para nuestra generación fue nuestra primera guerra. Y como él, que en sus viajes al Reino Unido, imagino que para practicar la lengua inglesa, buceaba en las librerías británicas en busca de documentación, yo también me informé sobre las Malvinas cuando estuve por aquellas tierras perfeccionando el inglés, acudiendo a museos y librerías y a los barracks de Colchester, ciudad en la que pasé dos veranos, para hablar con veteranos del conflicto. Se perdonará por tanto que, por esta implicación personal, aquí deje ir un tanto mi simpatía hacia el bando argentino, sin dejar de admirar la profesionalidad mostrada por las tropas británicas.

La Guerra de las Malvinas fue una guerra completa desde el punto de vista militar. Hubo combates aéreos y navales; intervención de submarinos y de satélites; operaciones de desembarco y terrestres de unidades de operaciones especiales, así como de acciones de unidades a nivel de batallón. Es muy de agradecer que el primer capítulo, titulado “Génesis”, a la vez que va introduciendo el conflicto empiece a “pinchar globos” sobre la verdadera razón de ir a la guerra.

Y se suceden los capítulos con cuestiones como los “Super Etendart y los Exocet”, donde nos imaginamos a los pilotos navales argentinos entrenándose en la Bretaña francesa y dejando el pabellón muy alto, como debió ser. El interés aumenta cuando el autor se mete de lleno en las operaciones de inteligencia para conseguir “armar”, sin “libro de instrucciones”, los misiles que ya estaban en Argentina. El gobierno de Francia tuvo un papel complicado en el conflicto, pero primó lo diplomático (era miembro de la OTAN) sobre lo comercial. Fueron los técnicos franceses desplazados a Argentina los que dieron el “do de pecho” poniéndose del lado argentino y haciendo malabares para no crear más problemas en el equilibrio internacional.

El capítulo sobre las operaciones terrestres es excelente y rompe una lanza a favor de las fuerzas argentinas que tuvieron que vérselas con el enemigo y con la falta de apoyo logístico desde el continente. Aquellos días se produjo un debate en la opinión pública sobre la dicotomía “ejército de conscriptos” frente a “ejército profesional”. Queda claro en el capítulo el daño que infringieron los argentinos a los reconquistadores, pero también su situación adversa: la falta de medios básicos para la resistencia, el contraataque y, por qué no decirlo, el hambre y el frío. 

La parte naval se aborda en dos interesantes capítulos en los que se narra la historia del submarino “San Luis”, que estuvo molestando a la flota británica durante toda la contienda. Si no hubiera habido guerra, ese submarino se hubiera quedado en puerto. Este es el nivel de aquellos bravos submarinistas. El otro capítulo es sobre el fallido encuentro, por la falta de viento, de las dos flotas. Es posiblemente uno de los momentos más críticos de la contienda. De haber habido viento, los A-4 Skyhawk de la Armada Argentina podrían haber hecho volver a la flota británica a sus puertos de origen.

Capítulo aparte es “La guerra en los cielos”, que recoge algunas de las operaciones con más coraje de los pilotos argentinos aquellos días. El autor nos pone en las cabinas de los cazas cuyas imágenes todavía nos ponen los pelos de punta. Sin querer desvelar nada al lector, la entrevista con el exjefe de la Fuerza Aérea Argentina aquellos días es para mí lo mejor del libro. No hay que olvidar que fue miembro de la Junta militar y los datos que revela sobre la “ayuda rusa” son muy interesantes y desconocidos.

Y finalmente el esperado capítulo “El ataque al Invencible”, que se ocupa de la acción de guerra probablemente más comprometida de toda la contienda. El autor analiza escrupulosamente la operación de ataque a uno de los dos portaviones británicos, el Invencible, con una claridad que hace evidente que algo pasó.

“Enmienda” es, pues, un libro muy recomendable para quienes ya tienen un cierto conocimiento sobre la Guerra de las Malvinas, pero al mismo tiempo puede provocar la curiosidad en otras personas que, sin estar iniciadas en este conflicto, pueden ayudarse en la lectura consultado informaciones básicas disponibles en internet. Fue una contienda singular, en la que un país al sur del mundo puso en jaque a la segunda potencia de la OTAN, ayudada sin límites por la primera y por un país vecino. Como dijo en sus memorias el Almirante Woodward, comandante de la flota británica: “la gente no sabe lo cerca que estuvo Gran Bretaña de perder la guerra”. Buen epitafio final de un profesional de la milicia que seguro reconoció la profesionalidad, valía y arrojo del enemigo.

* Experto en asuntos militares

El actual mandatario realizó una sola visita, además en el marco del G-20, frente a las seis que Bush y Obama hicieron en sus primeros cuatro años

Los viajes internacionales no lo dicen todo acerca de la política exterior de un mandatario, pero dan alguna pista. Como presidente, Donald Trump únicamente ha viajado una vez a Latinoamérica, y además solo porque la cumbre del G-20 a la que asistía se celebraba en Argentina. No es que Trump no se haya ocupado de la región –desde luego, la política hacia Venezuela ha estado muy presente en su gestión–, pero el no haber hecho el esfuerzo de desplazarse a otros países del continente refleja bien el carácter más unilateral de su política, poca volcada en ganar simpatías entre sus pares.

Con tan solo una visita a la región, el mandatario estadounidense es el que menos visitas oficiales ha realizado desde la primera legislatura de Clinton, quien también la visitó una sola vez. Por el contrario, Bush y Obama presentaron más atención al territorio vecino, ambos con seis visitas en su primera legislatura. Trump centró su campaña diplomática en Asia y Europa y reservó lo asuntos de Latinoamérica a visitas de los presidentes de la región a la Casa Blanca o a su ‘resort’ de Mar-a-Lago.

En realidad, la Administración Trump dedicó tiempo a asuntos latinoamericanos, tomando posturas más rápidamente que la Administración Obama, pues el empeoramiento del problema de Venezuela requería definir acciones. Al mismo tiempo, Trump ha tratado asuntos de la región con presidentes latinoamericanos en visitas de estos a Estados Unidos. No ha habido, sin embargo, un esfuerzo de multilateralidad o empatía, saliendo a su encuentro en sus países de origen para tratar allí de sus problemas.

Clinton: Haití

El presidente demócrata realizó una única visita a la región en su primer mandato. Acabada la operación Uphold Democracy para devolver al poder a Jean-Bertrand Aristide, el 31 de marzo 1995 Bill Clinton viajó a Haití para la ceremonia de transición organizada por Naciones Unidas. La operación había consistido en una intervención militar de Estados Unidos, Polonia y Argentina, con la aprobación de la ONU, para derrocar a la junta militar que había depuesto por la fuerza a Aristide, quien había sido elegido democráticamente. Durante su segundo mandato, Clinton prestó más atención a los asuntos de la región, con trece visitas.

Bush: tratados de libre comercio

Bush realizó su primer viaje presidencial al país vecino, México, donde se entrevistó con el entonces presidente Fox para tratar diversos temas. México prestó atención al trato del gobierno estadounidense a los inmigrantes mexicanos, pero ambos presidentes también discutieron sobre el funcionamiento del Tratado de Libre Comercio de América del Norte (TLCAN o, en inglés, NAFTA), entrado en vigor en 1994, y de aunar esfuerzos en la lucha contra el narcotráfico. El presidente de EEUU tuvo la oportunidad de visitar México tres veces más durante su primer mandato con el fin de asistir a reuniones multilaterales. En concreto, asistió en marzo de 2002 a la Conferencia Internacional sobre la Financiación para el Desarrollo, organizada por las Naciones Unidas y que resultó en el Consenso de Monterrey; además Bush aprovechó la oportunidad para volver a entrevistarse con el presidente mexicano. En octubre del mismo año asistió a la cumbre del foro APEC (Asia-Pacific Economic Cooperation), que ese año se celebraba en el enclave mexicano de Los Cabos. Por último, pisó de nuevo territorio mexicano para acudir a la Cumbre Extraordinaria de las Américas que tuvo lugar en Monterrey en 2004.

Durante su primera legislatura Bush impulsó la negociación de nuevos tratados de libre comercio con diversos países americanos, que fue lo que marcó la política de su Administración en relación con el Hemisferio Occidental. En el marco de esa política viajó a Perú y a El Salvador los días 23 y 24 de marzo del 2002. En Perú se reunió con el presidente de ese país y con los presidentes de Colombia, Bolivia y Ecuador, con el fin de llegar a un acuerdo que renovase la ATPA (Andean Trade Promotion Act), por la cual EEUU otorgaba libertad arancelaria en una amplia gama de las exportaciones de esos países. Finalmente, el asunto se resolvió con la promulgación en octubre del mismo año de la ATPDEA (Andean Trade Promotion and Drug Erradication Act), que mantuvo las libertades arancelarias en compensación por la lucha contra el narcotráfico, intentando desarrollar económicamente la región para crear alternativas a la producción de cocaína. Por último, en el caso de El Salvador se reunió con los presidentes centroamericanos para discutir la posibilidad de un Tratado de Libre Comercio con la región (conocido en inglés como CAFTA) a cambio de un refuerzo de la seguridad en los ámbitos de la lucha contra el narcotráfico y el terrorismo. El Tratado fue ratificado tres años más tarde por el Congreso estadounidense. Bush volvió a visitar Latinoamérica hasta once veces durante su segundo mandato.

Obama: dos Cumbres de las Américas

Obama comenzó su recorrido de visitas diplomáticas a territorio latinoamericano con la asistencia a la V Cumbre de las Américas, celebrada en Puerto Príncipe (Trinidad y Tobago). En la Cumbre se reunieron todos los líderes de los países soberanos americanos a excepción de Cuba y tuvo como fin la coordinación de esfuerzos para la recuperación de la reciente crisis del 2008 con menciones a la importancia de la sostenibilidad ambiental y energética. Obama volvió a asistir en 2012 a la VI Cumbre de las Américas que se celebró esta vez en Cartagena de Indias (Colombia). A esta Cumbre no acudió ningún representante de Ecuador ni de Nicaragua en protesta por la exclusión hasta la fecha de Cuba. Tampoco acudió el presidente de Haití ni el presidente venezolano Hugo Chávez alegando motivos médicos. En la cumbre se volvieron a discutir temas de economía y seguridad teniendo especial relevancia la guerra contra las drogas y el crimen organizado, así como el desarrollo de políticas ambientales. Además, aprovechó esta visita para anunciar junto a Juan Manuel Santos, la entrada en efecto del Tratado de Libre Comercio entre Colombia y EEUU, negociado por la Administración Bush y ratificado tras cierta demora por el Congreso estadounidense. El presidente demócrata también tuvo la ocasión de visitar la región con motivo de la reunión del G-20 en México, pero esta vez el tema central rondó en torno a las soluciones para frenar la crisis de la deuda europea.

En cuanto a las reuniones bilaterales, Obama realizó una gira diplomática entre el 19 y el 23 de marzo de 2010 por Brasil, Chile y El Salvador, entrevistándose con sus respectivos presidentes. Aprovechó la ocasión para retomar las relaciones con la izquierda brasileña que gobernaba el país desde el 2002, reiterar su alianza económica y política con Chile y anunciar un fondo de 200 millones de dólares para reforzar la seguridad en Centroamérica. Durante su segundo mandato realizó hasta siete visitas, entre las que cabe destacar la reanudación de las relaciones diplomáticas con Cuba, pausadas desde el triunfo de la Revolución.

Trump: T-MEC

Donald Trump tan solo visitó Latinoamérica en una ocasión para asistir a la reunión del G-20, una convocatoria que ni siquiera era regional, celebrada en Buenos Aires en diciembre de 2018. Entre los diversos acuerdos alcanzados destacan la reforma de la Organización Mundial de Comercio y el compromiso de los asistentes de implementar las medidas adoptadas en el Acuerdo de París, a excepción de EEUU, puesto que el presidente ya había reiterado su empeño en salirse del acuerdo. Aprovechando la visita, firmó el T-MEC (Tratado entre México, Estados Unidos y Canadá, nuevo nombre para el renovado TLCAN, cuya renegociación había sido una exigencia de Trump) y se reunió con el presidente chino en el contexto de la guerra comercial. Trump, en cambio, no acudió a la VIII Cumbre de las Américas celebrada en Perú en abril de 2018; el viaje, que debía llevarle también a Colombia, fue cancelado a última hora porque el presidente estadounidense prefirió permanecer en Washington ante una posible escalada de la crisis siria.

El motivo de las pocas vistas a la región ha sido que Trump ha dirigido su campaña diplomática hacia Europa, Asia y en menor medida Oriente Medio, en el contexto de la guerra comercial con China y de la pérdida de poder en el panorama internacional de EEUU.

Solo un viaje, pero seguimiento de la región

A pesar de apenas haber viajado al resto del continente, el candidato republicano sí ha prestado atención a los asuntos de la región pero sin moverse de Washington, pues han sido hasta siete los presidentes latinoamericanos que han pasado por la Casa Blanca. Las reuniones han tenido como foco principal el desarrollo económico y el reforzamiento de la seguridad, como es habitual. Atendiendo a la realidad de cada país las reuniones giraron más entorno a la posibilidad de futuros tratados de comercio, la lucha contra la droga y el crimen organizado, evitar el flujo de inmigración ilegal que llega hasta Estados Unidos o la búsqueda de reforzar alianzas políticas. Aunque la web del gobierno estadounidense no la catalogue como una visita oficial, Donald Trump también llegó a reunirse en la Casa Blanca en febrero de este mismo 2020 con Juan Guaidó, reconocido como presidente encargado de Venezuela.

Justamente, si ha habido un tema común a todas estas reuniones, ese ha sido la situación de crisis económica y política en Venezuela. Trump ha buscado aliados en la región para cercar y presionar al gobierno de Maduro el cual no solo es un ejemplo de continuas violaciones de los derechos humanos, sino que además desestabiliza la región. La férrea oposición al régimen le sirvió a Donald Trump como propaganda para ganar popularidad e intentar salvar el voto latino en las elecciones del 3 de noviembre, y eso tuvo su premio al menos en el estado de Florida.

El libro “Rebeldes, románticos y profetas” escrito por Iván Garzón muestra el papel jugado por sacerdotes, políticos e intelectuales en el conflicto armado interno en Colombia y la responsabilidad que tuvieron en él. Una guerra que marcó al país en el ámbito político, económico, social e ideológico. Los movimientos revolucionarios en América Latina se caracterizaron por el uso de la violencia y el empleo de las armas para llegar al poder; más o menos fuertes según los países, los grupos guerrilleros tuvieron en cualquier caso una gran influencia en el devenir de los acontecimientos en la región durante la segunda mitad del siglo XX. El ensayo de Garzón, profesor de Teoría Política en la Universidad de La Sabana, se enfoca especialmente en el papel de la Iglesia Católica en los diferentes movimientos y en las ideas y acciones contradictorias que sostuvieron el conflicto en el tiempo [así resume él su propósito en este vídeo].

“Rebeldes, románticos y profetas” cuestiona y critica la responsabilidad de estos grupos en torno al recurso de la violencia y del uso de las armas para lograr un cambio social en Colombia. Iván Garzón reta a los participantes del conflicto armado en Colombia a reflexionar sobre su rol en el mismo y de igual manera a asumir su responsabilidad para construir una mejor sociedad. Además, el libro pretende abrir un debate sobre el pasado, el presente y el futuro del papel y la influencia de la Iglesia Católica y de los intelectuales en la sociedad.

Las olas revolucionarias en Latinoamérica en aquellos años se fortalecieron gracias a las ideas marxistas de la época. Aquellas ideas defendían que el desarrollo económico de los países tercermundistas no era posible sin una ruptura del mercado capitalista; debido a la desigualdad social y la lucha de clases. Por ello se debía advocar por el uso de la violencia y así llegar al poder. Tras el triunfo en la revolución cubana en 1959, las ideas guerrilleras se fueron expandiendo con rapidez por toda América Latina. Cuba demostró que la revolución era posible: mediante la lucha armada y las ideas marxistas se podía lograr un desarrollo social. Así fue como empezaron a surgir los fuertes movimientos revolucionarios en estos países. Colombia definitivamente no fue una excepción.

Uno de los jóvenes y principales protagonistas mencionados en el libro es Camilo Torres, quien fue arrastrado por las olas revolucionarias en Colombia. También conocido como “el cura guerrillero” o el “Che Guevara de los cristianos”, Torres fue un líder muy influyente en Colombia en la segunda mitad del siglo XX. Un sacerdote guerrillero, héroe para unos, pero villano para los otros. Con solo 37 años, murió en un enfrentamiento de tropas el 15 de febrero de 1966, un año después de haberse unido a la guerrilla del Ejército de Liberación Nacional (ELN). Dispuesto a sacrificar su vida y empuñar las armas por su país y el cambio social, Torres afirmaba que la revolución era inevitable y había que contribuir a ella. Distintos intelectuales valoran su figura en el libro: unos critican al sacerdote por su “fracaso” y su decisión incorrecta al tomar las armas, otros lo justifican al señalar que se sometió ante una “guerra justa”.

Camilo Torres representa al grupo de los rebeldes, a los que el autor describe como los “guerreros de una revolución fallida”. Estos utilizaban las armas desde un compromiso muchas veces religioso. Justificaban la violencia y la veían como una representación del honor, la valentía y la entrega. Los rebeldes decidieron tomar las armas, salir al monte e incorporarse a la guerrilla para darle eficacia a la fe cristiana y ayudar a los pobres. Muchos de estos rebeldes como Torres se centraban en el mandato principal del cristianismo de amar al prójimo. Sentían la obligación de colaborar para lograr un cambio radical en las estructuras políticas, económicas y sociales del país. Deseaban una sociedad más justa y sacrificaban su vida para lograrla, sin importar los medios. Muchos llegaron a la conclusión que la única manera de obtener este cambio era a partir de la lucha violenta. Su actuación muestra cómo las ideas dominantes de la época justificaban el uso de la violencia, yendo en contra de las ideas puramente cristianas.

En el conflicto también hubo el grupo de los “románticos”, aquellos que aprobaban la causa, la respetaban, pero no se ensuciaban las manos. Fueron sacerdotes, políticos e intelectuales que intervinieron en el debate moral e intelectual para justificar las razones de la revolución. Eran los apasionados, las mentes detrás de los actos que influenciaban directamente a los guerreros que se iban al monte a luchar.

Por último, se encontraban los “profetas”: los sacerdotes, políticos e intelectuales que se opusieron completamente a la lucha armada y al uso de la violencia para la lograr cambios en la sociedad. Los profetas se negaron a hacer un pacto con el diablo y traicionar los valores morales de la Iglesia. Pensaban que existían otros medios para alcanzar la justicia social; medios pacíficos y sin sangre. En fin, estos fueron los que tuvieron la razón; fue una lucha inútil, costosa y sin victoria.   

En conclusión, tanto los rebeldes como los románticos encontraban en sus visiones morales y políticas una justificación plena del uso de la violencia. Los profetas nunca aprobaron esta causa, sino que la criticaron enfatizando su carácter secularizado y contradictorio. Iván Garzón pretende abrir un debate sobre la legitimidad o ilegitimidad del uso de la violencia como medio político para alcanzar la justicia.

Hoy en día, la palabra revolución sigue siendo vinculada a la violencia debido a los muchos conflictos traumáticos vividos por numerosas naciones latinoamericanas. En Colombia, como en muchos otros países, los revolucionarios ganaron en el ámbito ideológico, pero no en el práctico. Por esta razón, se puede concluir que en general los conflictos violentos internos solo conducen a desestabilizar los países y a acabar con vidas inocentes. El libro intenta hacer reflexionar a los religiosos e intelectuales participantes en el conflicto armado sobre su responsabilidad o culpabilidad en el mismo. Esta discusión entre la crítica o la justificación de la lucha armada sigue siendo hoy en día necesaria debido a la constante amenaza de las instituciones democráticas en América Latina.

It is no secret to anyone that Venezuela is going through the most convoluted economic and social crisis in its history, a crisis in which the creators have manipulated the existence of the people, degrading its integrity, and extinguishing everything that once characterized Venezuela.

The country holds a key geopolitical location that serves as a route for North America and the Caribbean to the rest of South America. Likewise, the country is endowed with abundant natural resources like natural gas, iron ore, diamonds, gold, and oil.1 Venezuela has the largest proven oil reserves in the world, with 302 billion barrels in January 2018, emanating an extremely rich country with astonishing potential.2  However, this crisis has not only hindered people's lives but has ironically dissipated the country's resources to consolidate the pillars of the regime to such an extent that today the government of Nicolás Maduro is importing oil from Iran. Inadequate policies that have weakened the society’s sense of responsibility and nationalism, decreased foreign investment out of lack of trust, and annihilated the state-led oil production, therefore reinforcing the country’s economic downfall and hyperinflation.

The Venezuelan government, headed by Nicolás Maduro, has managed its way to continue holding power despite accusations of corruption, crimes against humanity, and even drugs trafficking involvement. The perplexing socio-economic and political crisis has created an unsustainable and violent context in which poorly informed people are manipulated by the government through speeches that take big significance on how society perceives the actual situation, as well as other countries’ statements on the crisis. Up to this point, it has become difficult to understand what keeps bolstering this regime, but if the situation is analyzed from the nucleus, the well-orchestrated rhetoric of Chávez and his successor, Maduro, has contributed to support the ends and sustainment of the regime. 

Since Maduro reached power, poverty motivated violence has been rampant in Venezuela and insecurity has become a significant part of society’s dynamics. Consequently, many protests against the government demanding for freedom and better living standards have taken place. Maduro’s regime has been forced to employ tools such as fake news and hateful rhetoric to soften the anger of the people by manipulating them and brainwashing the armed forces to avoid uprisings. 

This article aims to analyze how Maduro’s rhetoric has maintained a minority in the wrong side of history and a majority in constant battle by making erroneous accusations to third parties to justify the perturbed situation, while the government keeps enriching its wallet at the cost of the people and its smudged operations. Such feverish society gave rise to pure uncertainty, to a place where disinformation takes the form of a lethal weapon for the dangerous context in which it exists.

The background: Chávez’s indoctrinated society

First, it is necessary to clarify that the focus of this article is merely on the rhetorical aspect as a pillar of the regime. However, when it comes to the background that has sustained Maduro’s administration up to this day, there is a more complex reality, full of crime, death, manipulation, and corruption. Venezuela is an almost abnormal reality because, after more than twenty years, it is still tied to a group of people who have taken absolutely everything from it. From a man that portrayed nothing but hope for the poor, to one who has managed his way sticking to policies damaging to the very people they mean to help, and which, sooner or later, will make the regime collapse.

Hugo Chávez’s presidency was characterized by a tremendous and persuasive oratory; he knew how to get to the people. Chávez’s measures and campaigns were based on a psychological strategy that won him the admiration of the most impoverished classes of the country. Chávez arrived and gave importance and attention to the big mass of the population that previous governments had systematically neglected. People felt the time had come for them to have what they never had before. Filled with charisma and political mastery, his speeches always contained jokes, dances, and colloquial phrases that were considered indecent by the country’s highest class and often misunderstood abroad.

Chávez always built a drastic separation between the ideals of the United States and Venezuela and looked for ways to antagonize the former with his rhetoric. He began to refer to George W. Bush as “Mr. Danger”, an imperial literary character of one of the most famous Venezuelan novels, Doña Bárbara.3

Hugo Chávez is one of the most revolutionary characters in Venezuelan history, one who brought the convoluted situation that today perpetuates in the country. Chávez persecuted journalists and political opponents, expropriated lands, nationalized Venezuela’s key industries such as telecommunications, electricity, and the refining processes of heavy crudes, and slowly degraded the society as the exercise of power was directed to hold complete control of Venezuela’s internal dynamics.4

Chávez extended education and medical assistance to the least favored classes and improved the living conditions of the needy. This policy did nothing but create among these classes a culture of dependence on the government. Chávez’s supporters or Chavistas were the pillars that buttressed the government, while the wealthy were cataloged as “squealing pigs” and “vampires.”5 The Chavistas admired Chavez’s charismatic character and his constant gifts; he gave them fridges and TVs, gadgets that they could never afford on their own. He also constructed buildings, under the “Misión Vivienda” initiative, to give people living in slums a ‘proper’ home. All of this was possible because the oil prices at the time were skyrocketing; he used the oil income to buy his support. The general standard of life, however, continued to be poor. The government knew what to give and how to manipulate to stay in power, and that is precisely what made Hugo Chávez so powerful and almost impossible to defeat despite strong opposition. 

Historically, the United States has opposed left-wing governments in Latin America, so Chávez condemned the US, by referring to them as an imperialist power, or the “Empire.” He disgraced US leaders and actions and transferred that anti-imperialistic and anti-capitalist approach to the population, part of which supported him and was blindly loyal to the cause. Chávez’s alliance with Cuba under Fidel Castro led to the supply of oil at cut-rate prices, all related to the desire of reducing US economic influence in South America. Chávez's populist initiatives were the tenets of his administration and controversial foreign policy. These, along with his rhetoric and opposition from the Venezuelan wealthy class, deeply polarized the society and gave rise to what Venezuela has today: a divided society that has suffered from the lack of basic necessities, disinformation, and integrity.

Currently, the spokesmen of the Government of Nicolás Maduro address citizens at all hours from public channels and social networks to stir up the disgruntlement of the population toward the external enemy.6 Despite the poorly prepared speeches, the lack of vocabulary, and the improper formulation of sentences, Maduro has kept the colloquial and unformal rhetoric that characterized Chávez, but has failed to draw the connection that the late president enjoyed. The anti-imperialist strategy has been maintained, and, as the justification of the crisis, it has become the epicenter of the regime’s speech. Nicolás Maduro’s rhetoric revolves around two words: the US and the “Patria”, a word frequently used by Chávez.

The base of Maduro’s rhetoric: the love for Chávez

Shortly before dying in March 2013, Hugo Chávez appointed Vice President Nicolás Maduro as his successor. Chávez’s charisma and legacy are what somehow ensured him that Maduro would provide a smooth transition. After Chávez’s passing, Maduro took advantage of the momentum and sentiment that the Chavistas revealed and ensured that if picked, he would follow the steps of his predecessor and would continue to strengthen the ‘Bolivarian Revolution’. Along with the continuity with Chávez's legacy, the defense of Venezuelan sovereignty in front of the US, and the social equality became the key messages of his administration.7 Nevertheless, Maduro had little support from the elites and inherited a country that was already economically weak due to the downfall of the oil prices and corruption.

In Chávez’s wake, Maduro appealed to the emotion of the audience. He strongly claimed that the people were there for the ‘Comandante’ and said that “his soul and his spirit was so strong that his body could not stand it anymore, and he was released and now through this universe expanding filling us with blessings and love”. He knew what this meant for the people and a crying audience exclaimed “Chávez vive, la lucha sigue”.

Maduro filled his rhetoric with the love for Chávez. He acknowledged that the Chavistas worshipped him as if he was God and that for ideological reasons, support for Maduro was guaranteed. Nevertheless, others recognized that the situation in the country was not favorable and questioned Maduro’s ability to fill the void left by Chávez. When Maduro took power, the country entered a period of reinforced economic decline accompanied by hyperinflation that nowadays exceeds 10 million percent.8 As it was previously stated, the conditions of poverty surpass anything seen before in the country, which is now on the brink of collapse.

Furthermore, Venezuela went through two rounds of mass protests, in 2014 and 2018, that demanded freedom and change. Unfortunately, and as was expected from the government, thousands of violations of human rights were part of the demonstration’s dynamics as brutal repression and the unjust imprisonment of demonstrators took place all along. Simultaneously, Maduro managed to call for concentrations on the days of the major opposition’s marches and retained the populist speech based on ideological arguments and emotional appeals among the minority of supporters to consolidate his power in Venezuela. Last year, in a regime concentration on February 23rd, he condemned the elites as he explained that he was certain that from the bottom of his Chavista sentiment of loyalty to this battle, he was never going to be part of one. He stated that Venezuela will continue to be Patria for more many years to come. 

The ongoing crisis has forced many to survive rather than to live, but despite all, Maduro remains in control. Maduro has kept Chávez’s anti-imperialist policy and has rejected any minimum support from the United States. The government takes advantage of the hunger and the vulnerable situation of its people and makes sure that it remains as the only source of food. It does not take responsibility and instead, blames the crisis on the ‘economic war’ that the US has imposed on Venezuela.9  When Juan Guaidó sworn himself the legitimate president, Maduro’s supporters started raising firms in a campaign called “Hands off Venezuela”, while the US was trying to get humanitarian assistance into Venezuela through the Colombian border in the name of Guaidó. 

In this sense, he explained in the same concentration speech that they were defending the national territory and the right to live freely and independently. Although it may seem ironic, because the government has killed hundreds of people with its police brutality and torture, this rhetoric is what has kept him the support of the hardcore revolutionary followers. The “Hands off Venezuela”, was shouted and accompanied by the worst English pronunciation –that characterizes Maduro–, and followed with insults to Guaidó.

As Maduro yelled “puppet, clown, and beggar of imperialism and Donald Trump. If he is the President, where are the economic and social measures that he has applied for the people? It is a game to deceive and manipulate, it is a game that has failed, the coup d'état has failed” as the red audience shouted, “jail him, jail him!”. He drew his speech to a hardcore anti-imperialist audience and firmly stated that the US intended to invade Venezuela and enslave it. Maduro finalized his speech by shouting “wave up the flag, up the Patria, for the people in defense of the Revolution”.

Recently, the US State Department released a price for the capture of Maduro and his cabinet, not only for the crimes committed against the Venezuelan population, but also because of their involvement in a huge drug-trafficking network. With this, the regime's position has become more vulnerable and simultaneously pragmatic, but as tough actions were taken against possible threats and opposing figures, Maduro’s rhetoric remains to deny its status and manipulating those that still support him. In another public speech, he stated that “Donald Trump's government, in an extravagant and extreme, vulgar, miserable action, launched a set of false accusations and like a racist cowboy of the 21st century, put a price on the heads of revolutionaries that still are willing to fight them”. He one more time accused the US of being the main cause of the economic crisis of Venezuela.

Nicolás Maduro’s speech has always been directed to the hardcore revolutionaries, those that worship Chávez since the beginning and who firmly believe in the socialist cause. Maduro has maintained his rhetoric despite the changes in the internal situation of the country; he has held an enduring method for antagonizing the opposition, the Venezuelan upper class, and the United States. On the other hand, regarding the strategic foreign allies, the regime openly gives declarations to support them, but again to somehow antagonize the United States. Indeed, this was the case of the US assassination of Qasem Soleimani, the Iranian top commander, in which government representatives attended the Iranian embassy to give the condolences in the name of the regime and swore to avenge Soleimani’s death. The administration of Nicolás Maduro has no gray areas, everything is either black or white; the opposition, the upper class, the US, and the US-influenced countries are the enemies, and the rhetoric rarely leans toward a conciliatory message, rather has always revolved around these conflicting parties.

What is left

Twenty years have passed since the Chavismo arrived in the country. Nowadays, a passionate minority of the population keeps supporting Maduro. His regime continues to train armed groups to combat discontent headed by opposition leader Juan Guaidó. The Chavismo keeps being strong, but it has been fragmented by those who believe that the revolution ended at the moment Chávez died, and the ones that are convinced that supporting Maduro means being loyal to Chávez. In the case of Juan Guaidó, he keeps doing his efforts. He still has relative support and keeps being a source of hope. Nevertheless, many criticize the fact that he let again the people cool down. A close change is expected, but no one knows what the movements behind are. Meanwhile, the people will continue suffering and trying to survive.

Upon reflection, it can be noticed that Maduro's entire argumentation revolves around a confrontational rhetoric: the US and capitalism against Venezuela; Guaidó against the Patria; the elites against the Revolution.10 Far from recognizing the reality that the country faces and take actions to improve it, this confrontational approach simply places the blame on those who have tried to bring a change in the internal dynamics of Venezuela. The regime has managed to construct a national united front against a common foreign enemy and to demonize the opposition.

Chávez and Maduro’s rhetoric has followed a tangible objective: the Revolution. Maduro's regime up to this point is searching for a way to consolidate its power and sustain itself as the best way to elude a rather somber future in jail. This never-ending nightmare should have long ago collapsed due to the economic catastrophe, hyperinflation, political repression, human rights violations, and the lack of direction for Venezuela. Behind what maintains this structure there is nothing but the exercise of power and the almost absolute control of society. The Patria that they constantly speak of is running out of fuel to keep going. Nonetheless, the rhetorical deceptions of the Bolivarian revolution, which for two decades have appealed to the popular classes, settled in the collective mindset of the Chavismo and brought space for support in the Venezuelan society.

Chávez and Maduro’s presidencies have been based on educating and changing the mindset of the population as they wanted; a population that is content with one box of food a month and which, unfortunately, hunts for the easy means to achieve its goals instead of fighting to improve its lot.

Today, the regime is fed on the memory of Hugo Chávez, on his promises, on his battle. As long as it keeps generating an illusion on the supporters, Maduro will appeal to it as a pillar of his administration and of the Revolution.

Terrorism and transnational organized crime are some of the most relevant topics nowadays in international security. The former represents a traditional threat that has been present during most our recent history, especially since the second half of the twentieth century. International organized crime, on the other hand, has taken place throughout history in multiple ways. Examples can be found even in the pre-industrial era: In rural and coastal areas, where law enforcement was weaker, bandits and pirates all over the world made considerable profit from hijacking vehicles along trade routes and roads, demanding a payment or simply looting the goods that the merchants carried. The phenomenon has evolved into complex sets of interconnected criminal networks that operate globally and in organized way, sometimes even with the help of the authorities.

In this paper, the author will analyze the close interaction between terrorism and organized crime often dubbed the “crime-terror continuum”. After explaining the main tenets of this theory, a case study will be presented. It is the network of relations that exists in Latin America which links terrorist groups with drug cartels. The evolution of some of these organizations into a hybrid comprising terrorist and criminal activity will also be studied.

Defining concepts

The crime-terror nexus is agreed to have been consolidated in the post-Cold War era. After the 9/11 attacks, the academic community began to analyze more deeply and thoroughly the threat that terrorism represented for international security. However, there is one specific topic that was not paid much attention until some years later: the financing of terrorist activity. Due to the decline of state sponsorship for terrorism, these groups have managed to look for funding by partnering with organized criminal groups or engaging in illicit activities themselves. Starting in the 1980s with what later came to be known as narco-terrorism, the use of organized crime by terrorist groups became mainstream in the 1990s. Taxing drug trade and credit-card fraud are the two most common sources of revenues for these groups (Makarenko, 2010).

The basic level of relationship that exists between two groups of such different nature is an alliance. Terrorists may look for different objectives when allying with organized crime groups. For example, they may seek expert knowledge (money-laundering, counterfeiting, bomb-making, etc.) or access to smuggling routes. Even if the alliances may seem to be only beneficial for terrorist groups, criminal networks benefit from the destabilizing effect terrorism has over political institutions, and from the additional effort law enforcement agencies need to do to combat terrorism, investing resources that will not be available to fight other crimes. Theirs is a symbiotic relation in which both actors win. A popular example in the international realm is the protection that Al-Qaeda in the Islamic Maghreb (AQIM) offered to drug traders that smuggle cocaine from South America through West and North Africa towards Europe. During the last decade, the terrorist organization charged a fee on the shipments in exchange for its protection along the route (Vardy, 2009).

The convergence of organizations

Both types of organizations can converge into one up to the point that the resulting group can change its motives and objectives from one side to the other of the continuum, constituting a hybrid organization whose defining points and objectives blur. An organization of this nature could be both a criminal group with political motivations, and a terrorist group interested in criminal profits. The first one may for example be interested in getting involved in political processes and institutions or may use violence to gain a monopolized control over a lucrative economic sector.

Criminal and terrorist groups mutate to be able to carry out by themselves a wider range of activities (political and financial) while avoiding competitiveness, misunderstandings and threats to their internal security. This phenomenon was popularized after the 1990s, when criminal groups sought to manipulate the operational conditions of weak states, while terrorist groups sought to find new financial sources other than the declining state sponsors. A clear example of this can be found in the Italian Mafia during the 1990s. A series of deliberate bombing attacks were reported in key locations such as the Uffizi Galleries in Florence and the church of St. John Lateran in Rome. The target was not a specific enemy, but rather the public opinion and political authorities (the Anti-Mafia Commission) who received a warning for having passed legislation unfavorable to the interests of the criminal group. Another example far away from Europe and its traditional criminal groups can be found in Brazil. In the early 2000s, a newly elected government carried out a crackdown on several criminal organizations like the Comando Vermelho, the Amigos dos Amigos, and the group Terceiro Comando, which reacted violently by unleashing brutal terrorist attacks on governmental buildings and police officers. These attacks gave the Administration no other choice but to give those groups back the immunity with which they had always operated in Rio de Janeiro.

On the other side of the relationship, terrorist organizations have also engaged in criminal activities, most notably illicit drug trade, in what has been a common pattern since the 1970s. Groups like the FARC, ETA, the Kurdistan Workers Party (PKK), or Sendero Luminoso are among them. The PKK, for example, made most of its finances using its advantageous geographic location as well as the Balkan routes of entry into Europe to smuggle heroin from Asia into Europe. In yet another example, Hezbollah is said to protect heroin and cocaine laboratories in the Bekaa Valley, in Lebanon.

Drug trafficking is not the only activity used by terrorist groups. Other criminal activities serve the same purpose. For example, wholesale credit-card fraud all around Europe is used by Al Qaeda to gain profits (US$ 1 million a month). Furthermore, counterfeit products smuggling has been extensively used by paramilitary organizations in Northern Ireland and Albanian extremist groups to finance their activities.

Sometimes, the fusion of both activities reaches a point where the political cause that once motivated the terrorist activity of a group ends or weakens, and instead of disbanding, it drifts toward the criminal side and morphs into an organized criminal association with no political motivations) that the convergence thesis identifies is the one of terrorist organizations that have ultimately maintained their political façade for legitimation purposes but that their real motivations and objectives have mutated into those of a criminal group. They are thus able to attract recruits via 2 sources, their political and their financial one. Abu Sayyaf, the Islamic Movement of Uzbekistan and FARC are illustrative of this. Abu Sayyaf, originally founded to establish an Islamic republic in the territory comprising Mindanao and the Sulu Archipelago (Philippines), is now dedicated exclusively to kidnapping and marijuana plantations. The former granted them US$ 20 million only in 2000. Colombian FARC, since the 1990s, has followed the same path: according to Paul Wilkinson, they have evolved from a revolutionary group that had state-wide support into a criminal guerrilla involved in protection of crops and laboratories, also acting as “middlemen” between farmers and cartels; kidnapping, and extortion.  By the beginning of our century, they controlled 40 per cent of Colombia’s territory and received an annual revenue of US$ 500 million (McDermott, 2003).

“Black hole” states

The ultimate danger the convergence between criminal and terrorist groups may present is a situation where a weak or failed state becomes a safe haven for the operations of hybrid organizations like those described before. This is known as the “black hole” syndrome. Afghanistan, Tajikistan, Angola, Sierra Leone and North Korea are examples of states falling into this category. Other regions, such as the North-West Frontier Province in Pakistan, and others in Indonesia and Thailand in which the government presence is weak can also be considered as such.

Afghanistan has been considered a “black hole state” since at least the withdrawal of Soviet troops in 1989. Since the beginning of the civil war, the groups involved in it have sought to survive, oftentimes renouncing to their ideological foundations, by engaging in criminal activity such as the production and trafficking of opiates, arms or commodities across the border with Pakistan, together with warlords. The chaos that reigns in the country is a threat not only to the nation itself and its immediate neighbors, but also to the entire world.

The People’s Republic of Korea (DPRK) is, on the other hand, considered a criminal state. This is because it has engaged in transnational criminal activities since the 1970s, with its “Bureau 39”, a government department that manages the whole criminal activity for creating hard currency (drug trafficking, counterfeiting, money laundering, privacy, etc.). This was proved when the Norwegian government expelled officials of the North Korean embassy in 1976 alleging that they were engaged in the smuggling of narcotics and unlicensed goods (Galeotti, 2001).

Another situation may arise where criminal and terrorist groups deliberately foster regional instability for their own economic benefits. In civil wars, these groups may run the tasks that a state’s government would be supposed to run. It is the natural evolution of a territory in which a political criminal organization or a commercial terrorist group delegitimizes the state and replaces its activity. Examples of this situation are found in the Balkans, Caucasus, southern Thailand and Sierra Leone (Bangura, 1997).

In Sierra Leone, for example, it is now evident that the violence suffered in the 1990s during the rebellion of the Revolutionary United Forces (RUF) had nothing to do with politics or ideals - it was rather a struggle between the guerrilla and the government to crack down on the other party and reap the profits of illicit trade in diamonds. There was no appeal to the population or political discourse whatsoever. The “black hole” thesis illustrates how civil wars in our times are for the most part a legitimization for the private enrichment of the criminal parties involved and at the same time product of the desire of these parties for the war to never end.

The end of the Cold War saw a shift in the study of the nexus between crime and terrorism. During the previous period, it was a phenomenon only present in Latin America between insurgent groups and drug cartels. It was not until the emergence of Al Qaeda’s highly networked and globally interconnected cells that governments realized the level of threat to international security that non-state actors could pose. As long as weak or failed states exist, the crime-terror nexus will be further enhanced. Moreover, the activity of these groups will be buttressed by effects of globalization such as the increase of open borders policies, immigration flows, international transportation infrastructure, and technological development. Policymakers do not pay enough attention to the criminal activities of both types of organizations. Rather than dealing with the political motivations of a group, what really makes the difference is to focus on its funding resources – credit-card frauds, smuggling, money laundering, etc.

The following section focuses on the crime-terror continuum that exists between illegal drug trade and terrorist networks. This phenomenon has emerged in many regions all around the world, but the case of Latin America, or the Andean region more specifically, represents the paradigm of the characteristics, dangers and opportunities of these situations.

NARCO-TERRORISM CASE STUDY:

When drug trafficking meets political violence

The concept of narco-terrorism was born in recent years as a result of the understanding of illicit drug trade and terrorism as two interconnected phenomena. Traditionally linked with Latin America, the concept can now be found in other parts of the world like, for example, the Golden Crescent (Afghanistan, Iran and Pakistan), or the Golden Triangle (Thailand, Laos and Myanmar).

There is no consensus on the convenience and accuracy of the term “narco-terrorism,” if only because it may refer to different realities. One can think of narco-terrorism as the use of terrorist attacks by criminal organizations such as the Colombian Medellin Cartel to attain an immediate political goal. Or, from a different point of view, one can think of a terrorist organization engaging in illicit drug trade to raise funds for its activity. Briefly, according to Tamara Makarenko’s Crime-Terror Continuum construct all organizations, no matter the type, could at some point move along this continuum depending on their activities and motivations; from the one extreme of a purely criminal organization, to the other of a purely political one, or even constituting a hybrid in the middle (Makarenko, 2010).

There is a general perception of a usual interaction between drug-trafficking and terrorist organizations. Here, it is necessary to distinguish between the cooperation of two organizations of each nature, and an organization carrying out activities under both domains. There are common similarities between the different organizations that can be highlighted to help policymaking more effective.

Both type of organizations cohabit in the same underground domain of society and share the common interest of remaining undiscovered by law enforcement authorities. Also, their transnational operations follow similar patterns. Their structure is vertical in the highest levels of the organization and turns horizontal in the lowest. Finally, the most sophisticated among them use a cell structure to reduce information sharing to the bare minimum to reduce the risk of the organization being unveiled if some of its members are arrested.

The main incentive for organizations to cooperate are tangible resources. Revenues from narcotics trafficking might be very helpful for terrorist organizations, while access to explosive material may benefit drug trade organizations. As an example, according to the Executive Director of the UN Office on Drugs and Crime (UNODC) in 2004, an estimated US$ 2.3 billion of the total revenue of global drug trade end up in the hands of organizations like Al Qaeda. Another example is the illegal market of weapons emerged after the collapse of the Soviet Union, field of interest of both types of networks. On the other hand, intangible resources are similar to tangible in usefulness but different in essence. Intangible resources that drug trafficking organizations possess and can be in the interests of terrorist ones are the expertise on methods and routes of transports, which could be used for terrorist to smuggle goods or people - drug corridors such as the Balkan route or the Northern route. On the other way around, terrorists can share the military tactics, know-how and skills to perpetrate attacks. Some common resources that can be used by both in their benefit are the extended networks and contacts (connections with corrupt officials, safe havens, money laundering facilities, etc.) A good example of the latter can be found in the hiring of ELN members by Pablo Escobar to construct car bombs.

The organizations are, as we have seen, often dependent on the same resources, communications, and even suppliers. This does not lead to cooperation, but rather to competition, even to conflict. Examples can be traced back to the 1980s in Peru when clashes erupted between drug traffickers and the terrorist Sendero Luminoso, and in Colombia when drug cartels and the FARC clashed for territorial matters. Even the protection of crops terrorists offer to drug traffickers is one of the main drivers of conflict, even if they do find common grounds of understanding most of the time; for example, in terms of government, revenue-motivated organizations are a threat to the state as they fight to weaken some parts of it such as law enforcement or jurisdiction, while politically-motivated ones wish not only to undermine the state but to radically change its structures to fit their ideological vision (state-run economy, religious-based society, etc.).

The terrorism and drug connection in the Andean Region

Nowhere has the use of illicit drug trade as a source of funds for terrorism been so developed as in the Andean Region (Steinitz, 2002). Leftist groups such as FARC and Peruvian Sendero Luminoso, as well as right-wing paramilitary organizations such as the United Self-Defense Forces of Colombia (AUC) are involved in this activity. At the beginning, the engagement between terrorists and drug traffickers was limited only to fees imposed by the former on the latter in exchange for the protection of crops, labs and shipments. Later, FARC and AUC have further expanded this engagement and are now involved in the early stages of the traffic itself – being the main substance cocaine, and the main reward money and arms from the drug syndicates. The terrorist cells can be therefore considered a hybrid of political and criminal groups. The following paragraphs will further analyze each case.

Peru’s Sendero Luminoso

Sendero Luminoso (SL) started to operate in the Huallaga Valley, a strong Peruvian coca region, several years after its foundation, in 1980. Peru was at the time the world’s first producer of coca leaf. The plant was then processed into coca paste and transported to Colombian laboratories by traffickers. Arguably, the desire for profit from the coca business rather than for political influence was the ultimate motive for Sendero Luminoso’s expansion into the region. SL protected the crops and taxed the production and transportation of coca paste: the 1991 document “Economic Balance of the Shining Path” shows that the group charged US$ 3,000-7,000 per flight leaving Huallaga. Taxes were also levied in exchange for a service that the group provided the cocaleros: negotiating favorable prices with the traffickers. In the late 1980s, SL’s annual income from the business was estimated at US$ 15-100 million (McClintock, 1998).

The Peruvian government’s fight against SL represents a milestone in the fight against the terrorism-crime nexus. Lima set up a political-military command which focused on combatting terrorism while ignoring drugs, because a reasonable percentage of the Peruvian population eked out a living by working in the coca fields. The government also avoided using the police as they were seen as highly corruptible. They succeeded in gaining the support of peasant growers and traffickers of Huallaga Valley, a valuable source of intelligence to use against SL. The latter finally left the Valley.

But it was not a final victory. Due to the vacuum SL left, the now more powerful traffickers reduced the prices paid for the coca leaf. SL was no longer there to act as an intermediary in defense of peasants and minor traffickers, so thanks to the new lower prices, the cocaine market experienced a boom. The military deployed in the area started to accept bribes in exchange for their laissez-faire attitude, becoming increasingly corrupted. President Fujimori in 1996 carried out a strategy of interdiction of the flights that departed from the Valley carrying coca paste to Colombia, causing the traffickers and farmers to flee and the coca leaf price to fall notably. However, this environment did not last long, and the country is experiencing a rise in drug trade and terrorist subversive activities.

The Colombian nexus expands

The collapse of the Soviet Union and an economic crisis in Cuba diminished the amount of aid that the FARC could receive. After the government’s crackdown, with the help of Washington, of the Medellin and Cali cartels, the drug business in Colombia was seized by numerous smaller networks. There was not any significant reduction of the cocaine flow into the United States. The FARC benefitted greatly from the neighboring states’ actions, gaining privileged access to drug money. Peru under Fujimori had cracked down on the coca paste transports, and Bolivia’s government had also put under strict surveillance its domestic drug cultivation. This elimination of competitors caused a doubling of coca production in Colombia between 1995 and 2000. Moreover, opium poppy cultivation also grew significantly and gained relevance in the US’ East-coast market. The FARC also benefitted from this opportunity.

According to the Colombian government, in 1998 the terrorist groups earned US$ 551 million from drug, US$ 311 million from extortion, and US$ 236 million from kidnapping. So much so that the organization has been able to pay higher salaries to its recruits than the Colombian army pays its soldiers. By 2000, the FARC had an estimated 15,000-20,000 recruits in more than 70 fronts, de facto controlling 1/3 of the nation’s territory. Most of the criminal-derived money in the country comes nowadays from taxation and protection of the drug business. According to the Colombian Military, more than half both the FARC’s fronts were involved in the collection of funds by the beginning of the 2000s decade, compared to 40% approx. of AUC fronts (Rebasa and Chalk, 1999).

The situation that was created in both scenarios required created a chaos in which the drug cartels, the cultivation syndicates and the terrorist organizations were the strongest actors. This makes it a very unstable environment for the peoples that lived in the territories under criminal/terrorist control. The tactics of law enforcement agents and government, in these cases, need to be carefully planned, so that multilateral counter-drug/counter-terrorist strategies can satisfactorily address threats existing at multiple dimensions. In the following section, the author will review some key aspects of the policies carried out by the US government in this domain.

The “War on Drugs” and the “War on Terror”

Since 9/11, policies considering both threats as being intertwined have become more and more popular. The separation of counter terrorism and counter-narcotics has faded significantly. Although in the Tashkent Conferences of 1999-2000 the necessary link between both was already mentioned, the milestone of cooperative policies is the Resolution 1373 of the UN Security Council (Björnehed, 2006). In it, emphasis is given to the close connection between terrorism and all kinds of organized crime, and therefore coordination at national, regional and global level is said to be necessary. War on drugs and war on terror should no longer be two separate plans of action.

The effectiveness of a policy that wishes to undermine the threat of illicit drug trade and terrorism is to a high degree dependent on successful intelligence gathering. Information about networks, suspects, shipments, projects, etc. benefits agencies fighting drug trafficking as well as those fighting terrorism, since the resources are most of the times shared.  Narco-terrorism nexus is also present in legal acts, with the aim of blocking loopholes in law enforcement efforts. Examples are the Victory Act and the Patriot Act, passed in the US. Recognizing the natural link and cooperation between drug trade and terrorism leads to security analysts developing more holistic theories for policymakers to implement more accurate and useful measures.

However, there are many aspects in which illicit drug trade and terrorist activity differ, and so do the measures that should be taken against them. An example of a failure to understand this point can be found in Afghanistan, where the Taliban in 2000 set a ban in poppy cultivation which resulted in a strong increase of its price, being this a victory for traffickers since the trade did not stop. Another idea to have in mind is that strategies of a war on drugs differ greatly depending on the nature of the country: whether it is solely a consumer like the UK or a producer and consumer like Tajikistan. In regard to terrorism, the measures adopted to undermine it (diplomacy, foreign aid, democratization, etc.) may have minimal effect on the fight against drug trade.

Sometimes, the risk of unifying counter-policies is leaving some areas in which cooperation is not present unattended. Certain areas are suitable for a comprehensive approach such as intelligence gathering, law enforcement and security devices, while others such as drug rehabilitation are not mutually beneficial. Not distinguishing the different motivations and goals among organizations can lead to a failed homogenous policy.

CONCLUSIONS:

Multilevel threats demand multilevel solutions

Terrorism has traditionally been considered a threat to national and international security, while illicit drug trade a threat to human security. This perception derives from the effects of drugs in a consumer country, although war on drugs policies are usually aimed at supplier ones. Although it was already constituting a threat to regional stability during the twentieth century, it was not considered a crucial political issue until 9/11 attacks, when the cooperative link between criminal and terrorist organizations became evident. An example of unequal attention paid to both threats can be found in US’s Plan Colombia in 2000: one of the main advocators of the legislation stated that the primary focus was on counter-drug, so the United States would not engage with Colombian counterinsurgency efforts (Vaicius, Ingrid and Isacson, 2003).The same type of failure was also seen in Afghanistan but in the opposite way, when the International Security Assistance Force (ISAF) completely neglected any action against drug traffickers, the trade or the production itself.

The merging of drug trafficking and terrorism as two overlapping threats have encouraged authorities to develop common policies of intelligence gathering and law enforcement. The similarities between organizations engaged in each activity are the main reason for this. However, the differences between them are also relevant, and should be taken into consideration for the counter policies to be accurate enough.

Evidence of a substantial link between terrorists and criminals has been proved all along our recent history. Around the world, leaders of mafias and terrorist commanders have oftentimes worked together when they felt that their objectives were close, if not similar. When cohabitating in the outlaw world, groups tend to offer each other help, usually in exchange for something. This is part of human behavior. Added to the phenomenon of globalization, lines tend to be blurred for international security authorities, and thus for the survival of organizations acting transnationally.

The consequences can be noticed especially in Latin America, and more specifically in organizations such as the FARC. We can no longer tell what are the specific objectives and the motivations that pushed youngsters to flee towards the mountains to learn to shoot and fabricate bombs. Is it a political aspiration? Or is it rather an economic necessity? The reason why we cannot answer this question without leaving aside a substantial part of the explanation is the evolution of the once terrorist organization into a hybrid group that moves all along the crime-terror continuum.

The ideas of Makarenko, Björnehed and Steinitz have helped the international community in its duty to protect its societies. It cannot be expected for affected societies to live in peace if the competent authorities try to tackle its structural security issues only through the counter-terrorist approach or through the organized crime lens. The hybrid threats that the world is suffering in the twenty-first century demand hybrid solutions.
