El artículo revisa la idea tradicional de la construcción de un Estado Forestal y de su supuesto triunfo a mediados del siglo XVIII a partir de la política de suministros de madera para la construcción naval. El objetivo es analizar cómo el progresivo avance en la capacidad legislativa y administrativa del Estado para intervenir en la gestión de los recursos forestales afectó al abastecimiento de madera. Concluimos que el aumento de la autoridad de la Corona sobre los bosques, al imponerse sobre cualquier otra jurisdicción, repercutió en la capacidad del Estado de desarrollar políticas de abastecimiento, así como en la modificación de su relación con los proveedores. El Estado español logró durante el siglo XVIII imponer un efectivo monopolio sobre los recursos forestales, que le permitió desarrollar políticas nacionalistas en beneficio de la explotación por sus súbditos, al tiempo que permitió al Estado conceder a los asentistas marcos de actuación más seguros, mediante la imposición y extensión de la autoridad real.

Taxation is accepted as a fact of modern life, despite recurring political conflict over the nature and direction of fiscal policies. Most financiers regard obligations issued by the state as a safe investment option. Neither taxation nor state obligations were taken for granted during much of the history of public finance, however, at least not before the early 1800s. The 'tax state' developed in fits and starts, driven by the exigencies of warfare, which provided the main rationale for raising state income. Although wartime fiscal innovations eventually facilitated the rise of an efficient military state, the options available for implementing such improvements and preferences for specific fiscal or financial instruments varied greatly across early modern states. Focusing on the 'long' eighteenth century, this introduction presents a framework for assessing these differences and introduces the other articles in this special issue.

The detrimental effects traditionally assigned to warfare in the development of pre-industrial economies have obscured the prominent role that military entrepreneurs played in economic development in this period. Historiography minimises the extent to which war and the concomitant strengthening of the central state provided a whole new range of opportunities for capital investment, a tendency that has been strengthened by the paradigm of Redlich's decline of the soldier-entrepreneur' and the technological determinism of the debate on the Military Revolution among others. The aim of this introduction is to look into the background of this relative lack of interest and to reaffirm the mutual dependence of eighteenth-century state-formation and the business of war.

Any army is based on its relations with society and the underpinning political and organisational arrangements. Army victualling is an essential part of this relation otherwise the army would be incapable of operating. The sheer amount needed, moreover, sucks in a huge amount of economic and social resources. This article analyses how the Bourbon state went about its armyvictualling procedures, which methods it chose and the knock-on effects for the state itself and the country as a whole. We conclude that the Bourbon state turned to businessmen throughout the whole century because this option allowed it to maintain its authority and pursue mercantilist policies.

Resource mobilisation for this amphibious expedition was not an economic problem; it was determined rather by the objectives actually sought by the government. Success came from a switch in the mobilisation geostrategy, with a heavy concentration of resources in the Lower Guadalquivir and government intervention in the mobilisation of scarce and complex resources such as soldiers and information. The vast mobilisation potential was eventually harnessed when the government allowed local authorities to tap into the resources offered by the ¿almacén andaluz¿ (Andalusian store).

¿Studies of the public management of taxation and finance matters have tended to focus on legislation and the political structure. There would nonetheless seem to be a glaring difference between state intentions and actual practice. Our objective here is to assess the gap between political rhetoric and actual policy enforcement. Looking at a specific tax hike in the second half of the eighteenth century in Spain, we examine the arguments used and facts hushed up to justify the change, investigate how the political regime might constrain these arguments and, finally, how the information given on the whole process was manipulated to woo over the taxpayers. We argue that legislation was by no means synonymous with actual enforcement of policies precisely because it had to be communicated to society.¿

Uno de los supuestos más utilizados para comprender la construcción del Estado ha sido resolver la pregunta de cómo el Estado resolvió la necesidad de movilizar recursos para la guerra: por administración o por asiento. Así, desde Thompson, se ha relacionado la decadencia del Estado de los Austrias con el tránsito de un sistema de administración a otro de asiento, del mismo modo que el fortalecimiento del Estado de los Borbones se ha vinculado a un mayor protagonismo de la administración frente a los asientos. Nuestro objetivo en este artículo es valorar la realidad histórica de este planteamiento. A partir de los estudios realizados para el siglo XvIII, concluimos que el recurso del Estado de los Borbones a los asientos estuvo más vigente de lo que tradicionalmente se ha pensado. los casos de suministros analizados muestran que no hubo ninguna evolución lineal en ningún sentido; más bien lo que aparece es una continua fluctuación entre métodos. La razón de este comportamiento es que los límites entre asientos y administración eran menores de lo que se ha sostenido y, sobre todo, que no obstaculizó el fortalecimiento del Estado y el ejercicio de su autoridad.

La actividad de los Cinco Gremios Mayores en el suministro de víveres al ejército español durante el siglo XVIII es conocida, pero no se ha estudiado. Nuestro objetivo ha sido analizar cómo se desarrolló su participación en esta actividad, las fases y el contenido de los asientos de provisión firmados con el Estado. Concluimos que los Gremios aprovecharon este negocio para articular su propia expansión como compañía. Hemos descubierto que la entrada y evolución de los Gremios en el negocio del abastecimiento de víveres tuvo mucho que ver con los cambios políticos y la proximidad al poder. La cercanía a la Familia Real, las transformaciones en las políticas de suministros militares o el crédito del Estado actuaron como factores clave para entender esa evolución. Al final, los Gremios lograron una posición de monopolio y privilegio, que el Estado sostuvo en la gestión ordinaria del suministro con un marcado trato de favor. El éxito de los Gremios en este negocio les llevó a una dependencia mayor del poder y a unir su suerte a la del Estado.

En 1779 el gobierno de Carlos III aumentó un tercio las Rentas Provinciales y Equivalentes para financiar la guerra contra Gran Bretaña. Tradicionalmente, esta subida de impuestos se ha interpretado como un ejemplo de absolutismo fiscal. El gobierno podía aumentar un 30% los impuestos porque no tenían ningún tipo de límite político. En el trabajo analizamos cómo el gobierno planteó y realizó esta modificación fiscal. Concluimos que la operación no fue nada fácil. El gobierno retrasó lo que pudo la subida, y, cuando finalmente lo hizo, prefirió buscar la legitimidad de la ¿opinión pública¿ y reducir lo más posible el impacto sobre el contribuyente. Más que una subida de impuesto, el gobierno planteó una transferencia concreta de caudales sobrantes desde las arcas municipales, cuyo control había sido uno de los ejes del reformismo fiscal anterior. Con esta operación, el gobierno mostró una grave incoherencia en su política fiscal, que se agudizó al descubrirse que los caudales no estaban en las arcas municipales. Al final, el gobierno tuvo que ceder todo el protagonismo a los ayuntamientos, que se vieron obligados a multiplicar arbitrios sobre el consumo y endeudarse, justo lo que el gobierno había intentado evitar. Concluimos, que los límites de la acción del estado estaban en el temor a los contribuyentes y en la incoherencia de la política fiscal.

Este libro pretende avanzar en la comprensión de la naturaleza del Estado borbónico del siglo xviii. La construcción del Estado era un problema político, económico y social porque no se podía realizar simplemente por la coerción, como tradicionalmente se ha argumentado, sino con la colaboración e implicación de la sociedad. Conseguir el consenso necesario para que la sociedad aceptase, o al menos no se opusiese abiertamente a la extracción de recursos para la guerra, era el verdadero objetivo de un Estado fiscal-militar. La pregunta que motiva este libro es precisamente sobre el grado de desarrollo del Estado fiscal-militar de Carlos III, teniendo presente lo realizado por otros Estados europeos, principalmente Gran Bretaña. Se trata de valorar la naturaleza de este Estado a partir de la eficacia y flexibilidad mostrada a la hora de financiar una guerra concreta, la de España contra Gran Bretaña durante la independencia de Estados Unidos (1779-1783). Para ello se analizan los instrumentos fiscales y financieros movilizados, con especial atención a los argumentos políticos utilizados para justificar su elección o exclusión, los medios administrativos para su recaudación y las diferencias entre lo legislado y lo finalmente conseguido.

¿Quién gestionaba el dinero del estado de Carlos III? Esta es la principal preguntaque motiva este libro. La historiografía ha puesto el énfasis en conocercon cuántos recursos podía afrontar ese estado sus políticas, pero no ha habidoel suficiente interés en explicar cómo se movilizaban los recursos disponibles.El enfoque parece conveniente, ya que la historiografía internacionalviene demostrando que el problema de la financiación de la acción políticaestaba, precisamente, en la capacidad para movilizar los recursos, más inclusoque en el potencial de recaudación o coerción. Para ello se necesitaba, sobretodo, reconocimiento de la autoridad y colaboración con las institucionesgubernamentales.En el libro se aborda este problema a partir de la institución más directamenteimplicada, la Tesorería General. La cuestión que ha articulado lainvestigación es la manera en que la Tesorería General, una institucióncreada en el siglo xvi y refundada por los Borbones en 1718, llegó duranteel reinado de Carlos III a convertirse en una institución con autoridad suficientee indiscutible para gestionar y movilizar la mayor parte de los dinerosde la monarquía. Sus logros y sus límites nos hablan de la naturalezadel estado de Carlos III.

La relación entre guerra y desarrollo en la Edad Moderna ha sido interpretada en la historiografía como una interrelación positiva impulsada por la construcción del estado, la tecnología militar y las reformas institucionales, administrativas y fiscales. Una revisión historiográfica del problema, nos per-mite interpretar de forma diferente la relación entre guerra y desarrollo en la Edad Moderna a partir de la relación intensa y fluida que mantenían estado y sociedad para asegurar la provisión de suministros militares. Proponemos un nuevo enfoque a partir del estudio más amplio de los suministros militares entendidos como una relación público-privada entre el estado y numerosos y diferentes agentes sociales e institucionales. Utilizamos los conceptos ¿Estado contrate¿ and ¿Empresarios Militares¿ para reflejar el universo de agentes institucionales, colectivos, públicos y privados que coexistían y se relacionaban: tanto para demandar como para producir o distribuir, controlar o gestionar.
