Pilotage is a technical-nautical port service that is configured as a service of general economic interest. The provision of this service port corresponds to private individuals after obtaining a license, which may only be obtained by competitive bidding in accordance with the special specifications in each case approved by the respective Port Authority. The patrimonial liability of the Spanish Maritime Administration is directly and secondarily excluded, except in cases where for lack of offer has to support direct management Port Authority (Administration) or for those other cases that must be a pilotage service, this had not provided by the Port Authority.
