Social networks such as Twitter can promote social alarm about conflicts concerning anti-hate speech legislation. The protests after the prison sentences of the rappers Valtònyc (2018) and Hasél (2021) are two paradigmatic cases in Spain. This research analyses how citizens¿ desire to combat hate speech may be frustrated when the law is applied. Using a quantitative and qualitative methodology, we observe the users and the media reactions on Twitter in both cases. In the first phase, we conducted a content analysis (n¿=¿694) to identify the position of users and the media. In a second phase, discourse analysis examined the presence or absence of the features of constructive journalism in the news coverage. The results show that the anti-law stance is predominant in Twitter messages, but there are few references to freedom of expression and censorship. While there is a considerable presence of an angry style of communication and polarised messages in users¿ tweets, the media adopt a rational and informative approach. The media discourse in both cases is still far from the traits of constructive journalism. Therefore, this research shows that informative actions based on the principles of constructive journalism could mediate between citizen sensibility and legislation. This could promote a sense of citizenship that avoids hate speech.

Aim This commentary aims to spark debate on the ethical, legal, professional and institutional challenges faced by nurses' use and interactions when using traditional, mass and social media. Background Freedom of expression is a core value of democratic systems. However, it appears to be a complex right when exercised by nurses in traditional media and/or during online interactions. Active use of these types of media can help promote healthcare incentives and reach larger audiences, or even influence public policy. Nevertheless, with the increase in social media use, some nurses have been found to have engaged in unprofessional practices, which, in some serious cases, have led to their dismissal. Evaluation We identified specific instances of conflicts-most commonly related to breach of privacy, inappropriate interactions on social media or a simple lack of knowledge or guidance regarding its use-and formal complaints concerning nurses' freedom of expression. Key Issues While nursing codes do exist, professional guidelines concerning the use of mass and social media are still much needed. With the advent of social media, there may be ambiguity regarding how nurses engage with and make use of these platforms. In order to ensure that nurses interact professionally with any form of media, clear ethical, legal and professional frameworks of use are needed. Specific codes exist, such as the new ICN code of ethics or the NMC code, among other initiatives, but more comprehensive guidance is needed in order to support nurses in using better judgement regarding their media interactions. While the existence of such frameworks may not fix the problem of incorrect use, it can help those nurses looking for clear guidance when interacting with mass media or using social media. Also, it is important that more professionals are aware that such guidance exists, since understanding the limits and dangers of certain interactions would ultimately protect nurses' and patients' rights. Conclusion The increasing use of media platforms by nurses calls for further professional guidance regarding its professional utilization. To date, limited guidance exists to support media interactions. In an interconnected world that favours media interaction in both professional and private spheres, the development and widespread dissemination of clear guidance for professionals must also detail two essential points: how professionals can better interact with media platforms and also how they can avoid having unethical media interactions in the first place. Implications for Nursing Management The existence of a solid, comprehensive framework for generalized media use should ensure that nurses can exercise their right to freedom of expression. Clearer limitations should support nurses' professional presence and interactions in the media.

The right to be forgotten is one of the hallmarks of privacy regulation on the Internet. The article explores the arguments advocating for a right to be forgotten specifically in cases regarding children, and examines whether minors see the need for such a right. In doing so, it addresses criticism that children's rights studies often fail to consider the views of minors. The methodology adopted consists firstly of a literary review on children's right to be forgotten. This work was complemented by a survey of 652 children and teenagers between the ages of 13 and 18, from all Spanish regions, which offered evidence of their views on the right to be forgotten.

Sharenting -dissemination on social networks of images and comments about children, minors, by their parents-, is a growing phenomenon (Kopecky et al., 2020; Bessant, 2018). The Covid-19 pandemic has increased the use of social networks, especially during the months of confinement. Social networks have helped to alleviate the separation, and to the extent that communication with family and friends has been frequent, they have also contributed to an increase in sharenting (Saud; Mashud; Ida, 2020). It is still unknown if this phenomenon is specific or if, on the contrary, confinement has contributed to changing social attitudes towards this parental activity (Bessant; Nottingham; Oswald, 2020). In any case, the need to reflect on the consequences and on the rights that come into play in sharenting has become evident. The research presented studies sharenting from the right to freedom of expression of parents, and the rights to private life of children under their guardianship and their digital identity; also from the perspective of the minor's vision of this parental activity. A review of the bibliography shows the variety of arguments that have expressed the modalities of balance between these rights present in sharenting. The research is completed with a survey of children and adolescents between 13 and 18 years old, carried out in March 2020. This is how we respond to the criticism of the studies on the rights of minors for not including their own vision (Cowden, 2016).

Introducción: El impacto digital en el sector audiovisual ha trasformado la televisión pública. Algo especialmente relevante en España donde en diciembre de 2017, el número de líneas móviles superó los 51.5 millones (Fundación Telefónica, 2018), y donde el 86% de los jóvenes poseen un Smartpohne, que usan como dispositivo de referencia para mensajería instantánea (81,7%), acceso a redes sociales (77,5%), consumo de música (65,2%) y vídeos en streaming (52,2) (We Are Social y Hootsuite, 2018). Metodología: En este escenario, hemos realizado una encuesta, con apoyo de la plataforma Qualtrics, para investigar tres aspectos esenciales: 1. Si existe o no una correlación entre uso de determinado tipo de dispositivo con el que se ve la televisión y grado de satisfacción sobre la televisión pública; 2. Cuál es el contenido de la televisión pública que más atrae al público joven; 3. En qué medida los contenidos de las televisiones públicas ofrecidos en redes sociales se siguen, si los siguen de manera especial los jóvenes. Resultados: El trabajo recoge y analiza los resultados de esta encuesta.

The impact of big data technologies on children's data protection is very important. First of all because of children's vulnerability, due their lack of knowledge about the risks of an inadequate data management and, secondly, because the immense possibilities of traceability of a child or a group of children. Consequently, the negative effects in terms of future discrimination for their social and political participation, employability, usability of services, etc., could be immense. Europe has a new Law on protection of personal data (UE2016/679). This paper examines in which way the Law pays attention to this particular area of protection of children. In order to value the proposals of the European Law, this paper studies comparatively some of the reports of the Working Group, art. 29, and the US law Children's online personal data protection act (Coppa).

[EN] Introduction. European public service television corporations are making a big effort to reconnect with young audiences. The dramatic loss of young viewers (Ofcom, 2016) has forced TV operators to adapt to their strategies to the current convergent cultural environment. Methods: The first stage of the study involves a review of the literature on young audiences, transmedia storytelling and the public mission of European public service broadcasting in the digital age. Then, based on the contributions of literature and European regulation, the second stage involves the analysis of the most successful informative and entertainment transmedia products of European television channels, such as webdocs of "Lab.rtve.es"; "Guernika. Pintura de guerra" (2007), "A History of Scotland" (2008), "El ministerio del tiempo" (2015-2016), "Fais pas ci, fais pas ca", "Sherlock" (2010-2017), "Doctor Who" (2005-2017), "EastEnders" (1985), "Goazen!" (2016) and "Alpha 0.7 - Der Feind in dir" (2010). Results and conclusions: The transmedia initiatives of European Public Service Broadcasters are few but represent a significant effort to integrate new narratives to the audiovisual public service and reconnect with young audiences.

The crisis in the public audiovisual sector has coincided in time with the legitimate crisis suffered by European governments and institutions. Efforts to overcome the political crisis have given rise to a number of documents on governance focusing on two issues: the need to re-define decision making and democratic action processes under principles of aperture, transparency, cooperation, inclusiveness and coherency; and, on the other hand, the urgency of fostering civic participation. The approval of the Charter for Multilevel Governance in Europe by the Committee of the Regions in April 2014 is an opportunity to analyse these objectives and study their connection to the future of public regional audiovisual entities. This study analyses said connection and, specifically, its reflection in current regional audiovisual laws in effect in: Catalonia, the Basque Country and Galicia.

La BBC abrió dos consultas públicas en 2015 como parte del proceso de elaboración del Informe para la Reforma de la Carta de la BBC, la cual expira en diciembre de 2016. Entre las cuestiones planteadas destaca la necesidad de crear nuevas vías de participación de la audiencia. De hecho, la BBC es uno de los operadores públicos que más pasos ha dado para integrar a las audiencias en el gobierno de la entidad a través de sus 4 Audience Councils: England, Wales, Scotland y North Ireland. En el caso de España, las televisiones públicas autonómicas ofrecen un medio de participación de la audiencia que se asemeja al de los Audience Councils de la BBC: los Consejos Asesores. Esta investigación, partiendo de la clasificación sobre participación propuesta por Carpentier y del estudio del caso británico y español, propone unos indicadores que permitan valorar y mejorar la participación de la audiencia en las televisiones públicas autonómicas españolas.

El artículo analiza las líneas de reforma promovidas desde la Ley 7/2010, General de la Comunicación Audiovisual para la radiodifusión pública autonómica. Se estudian aquellos aspectos que, en esta disposición legal, se refieren de forma general o más concreta a las televisiones y radios públicas autonómicas, sin olvidar la normativa europea que ha inspirado gran parte del nuevo estatuto jurídico audiovisual en España.

Las televisiones y las radio públicas europeas, y entre ellas las españolas, tienen presiones contradictorias en el contexto digital. De un lado, todas se ven en la necesidad de generar recursos económicos por sus contenidos y, por otro, los ideales de servicio público y las obligaciones culturales y educativas empujan a la radiodifusión pública hacia un modelo de libre acceso. Pero las dudas afectan también a otras novedades que introduce la tecnología digital: ¿Los servicios bajo demanda deben ser ofrecidos sólo a través de tecnologías de streaming para un tiempo limitado, o la televisión y la radio públicas deben aprovechar las ventajas de la eficiencia del peer to peer, el almacenaje local, permitiendo las descargas, compartiendo y repitiendo los programas? This chapter focuses on the new ethical challenges that the right to be forgotten represents for journalism. Thanks to the internet, digital archives of online media can be universally accessed at any time. But from the point of view of public memory and historical research, this relevant achievement can, at the same time, be a source of significant harm and stress for individuals who are directly or indirectly connected to new stories that were published years ago but retrievable today. The European Court of Human Rights has set criteria for the preservation of newspaper stories on the internet, while some news organizations have adopted their own guidelines aimed at responding in an ethical way while avoiding the potential harms of rewriting of history. Best practices call for transparency whenever items are removed, edited, or amended since first publication. This would mean a step forward in the ethics of digital journalism.

El derecho de acceso a los medios constituye una manifestación concreta del derecho a la comunicación que vienen defendiendo algunas organizaciones internacionales como expresión más ajustada a las sociedades de la información y la comunicación del tradicional derecho a la información. Se trata de que la ciudadanía pueda hacer efectiva su voluntad y en ocasiones su derecho de participar activamente en los medios, más allá de su condición de espectador pasivo, articulando así un verdadero proceso de comunicación. Este derecho de participación venía siendo reconocido ya jurídicamente en algunos casos en España en la propia Constitución y algunas leyes específi cas, como el derecho de rectifi cación y de réplica o el de acceso de los grupos sociales y políticos signifi cativos a los medios públicos. Pero en los últimos años se vienen sumando nuevas modalidades de participación, como el derecho de tiempo de antena o el de participación en los órganos rectores o consultivos de los medios públicos. Así como también la participación a través de los diferentes mecanismos de autorregulación o, ya de manera más informal, a través de los espacios abiertos en los medios para la participación del público, algo que las NTICS hacen mucho más cotidiano y al alcance de todos; incluso hasta el punto de plantear retos, para bien y para mal, al periodismo tal y como lo conocíamos. The question about the future of public service media in the `networked society¿ is directly
related to the modernisation of European democracies and the role of citizen participa
-
tion. In the context of a severe economic crisis, declining trust in public institutions
and eroding citizen confidence in democratic structures, multilevel governance is an
EU initiative for modernising democratic practices. Amone the core principles are: co-
operation, prioritising network structures, decentralisation, complementarity between
public and private sectors, and facilitating civic participation. This chapter exposes the
connection between the historic mission of public service broadcasting (collected in five
areas or `blocks¿), the contemporary obligations of public service media in a `networked
society¿, and the objectives of multilevel governance.
