Born in 1960, Dr. Montoro holds a degree in Law from the Complutense University of Madrid (1984) and a Diploma in Constitutional Law and Political Science from the Constitutional Study Center (1985-1987). He obtained his degree in Law in June 1985 with the highest awards. He received a doctorate in Law with a high honors from the Autonomous University of Madrid (1992). He lectured in the Complutense University (1987) and in the Autonomous University of Madrid (from 1988 to 2001). In this last university he became Professor of Constitutional Law in 1992, and at the same time was named Assistant Dean for Professors. From July 1994 to October 1998 he worked as a clerk [letrado] for the Constitutional Court of Spain. He has recently obtained the position of Full Professor (2005) in the Chair of Constitutional Law.
In October 2001 he joined the University of Navarra, where he is a Full Professor. He has served as Head of the Constitutional Law Department and was Assistant Dean of the School of Law. He is currently director of the “Aula de Derecho Parlamentario” created by an agreement between the Parliament of Navarra and the University of Navarra. From 2003-2005 he served as Vice-President of Student and Academic Affairs. Beginning in 2005, he has served as the President of the University of Navarra.
He has been a Visiting Professor in the University Externado de Colombia. He has given lectures and courses in Germany, Italy, Mexico, Colombia and various public and private universities and institutions in Spain. He is a member of the Association of Spanish Constitutionalists, the Association of Clerks of the Constitutional Court and the Alexander von Humboldt Association in Spain.
He has been a scholar in the National Congress (Congreso de Diputados), in the Ministry of Education and Science (post-doctoral scholar) and in the German Alexander von Humboldt Foundation. With the support of the latter, he has made several study visits to German universities, especially the University of Münster.
He is author of the monograph El conflicto entre órganos constitucionales (1992) and Asociación, Constitución, Ley (2003). Together with M. Aragón Reyes, he is co-editor of the volume El Gobierno. Problemas constitucionales (2005) and co-author of four other books: Derechos fundamentales y principios constitucionales, Jurisdicción y procesos constitucionales, El Gobierno y la Administración de la Comunidad Foral de Navarra (Commentaries on the Laws 14 and 15/2004 of the Autonomous Community of Navarra), y Jurisdicción constitucional y judicial en el recurso de amparo. He has published numerous chapters in books as well as national and foreign journals in his speciality. In 2003 he received, for his book Asociación. Constitución. Ley, the Francisco Tomás y Valiente Prize, which is awarded every two years by the Constitutional Court of Spain and the Center for Political and Constitutional Studies.
